我国中小企业技术创新的环境与对策研究

【摘要】 近年来，对中小企业技术创新的研究，无论是理论界还是企业界或者政府相关部门，都给予极大的关注。本文首先讨论了技术创新和中小企业的相关概念、基本特征及中小企业在技术创新体系中的地位和作用，着重强调了中小型企业技术创新对国家经济增长和综合竞争力提高的重要作用。本文认为技术创新是一个经济学命题而不是一个技术问题，它具有一系列独有的特点。技术创新是一个国家和一个企业的灵魂，技术创新的程度和范围决定了一个国家的综合竞争力，技术创新的活跃程度也是一个企业生存与发展的关键。 第二，本文分析了中小企业技术创新的各种有利因素和不利因素。指出科学技术的迅猛发展和市场的快速变化给了中小企业更多的发展机会和更大的发展空间。同时，信息技术的发展，更有利于中小企业突破自身在信息和技术资源获取及规模限制等方面的不利约束。文章就创新资源投入，创新倾向，研究开发，创新管理，制造和营销等方面，对中小企业和大企业进行比较，分析了中小企业创新能力及其影响因素。 然后，从中小企业技术创新的内部动力和外部环境出发，提出了扶植中小企业技术创新的政策措施，同时从我国中小企业技术创新现状出发，借鉴各国在这方面的经验教训，提出了若干对策建议。 最后，以日立公司为案例，详细分析了该公司如何依靠技术创新从一个小作坊成长为大公司的发展壮大之路，总结了我国政府、社会和中小企业可从中学习借鉴的经验。更多还原

【Abstract】 Recently, the research on technological innovation has been paid more attention by theoretical field, enterprise circles and government departments concerned.Firstly, this paper discusses the basic features and relative concepts on technological innovation and small medium sized enterprises, and the position and effect of SME hi technological innovation. It emphasis the important effect of SME’s technological innovation for national economic increasing and comprehensive competitive capability. The author takes the viewpoint that technological innovation is not a technological issue but an economic issue. It has a series of particular character. Innovation is the spirit of both a nation and an enterprise. The depth and range of it makes the comprehensive competitive capability of a nation, and the activity of it is essential to the development of an enterprise.Secondly, this paper analyses the advantage and disadvantage for technological innovation of SME. It points out that the swift development of science and technology and the variations of market give SME more develop chance and broader develop space. Meanwhile, the development of IT technology benefit SME in that it helps them to break the embarrassment in the obtaining of fund and information. The paper compares SME with companies in the aspects of innovation investment, innovation-orient, research and development, innovation management, producing and marketing and analysis innovation capability of SME and its influence factors.Then, based on the internal motivation and eternal environment of SME’s technological innovation, it provides some policies and measurements to support SME’s technological innovation, furthermore, it provides some suggestions and countermeasures based on the actualities of SME’s technological innovation hi China, and other countries’ experience as well.Lastly, The paper takes Hitachi corp. as a case, probes into its development road from a small workshop to a large company depend on technological innovation, and summarizes the experience that it is working learning by our government, society and SME.更多还原
