基于Visual Basic和Mapinfo农用地定级估价信息系统的研究与实践——以江阴市为例

【摘要】 农用地定级估价是土地管理的重要组成部分，它主要包括两大部分：农用地的定级和农用地的估价，其中包括农用地的质量定级、转用定级和农用地的质量价格、转用价格。本研究在阐述农用地及其相关内涵的基础上，分析了农用地定级估价的背景和意义，严格按照最新《农用地分等定级规程》和《农用地估价规程》主要从技术上论述了农用地定级估价的方法，完成了农用地定级估价信息系统的建设，并以江阴市为例，取得了较好的研究成果。 第一部分，笔者首先对农用地、农用地定级、农用地估价内涵进行了明晰，其次分析了农用地定级估价的背景和意义，最后在分析各种农用地定级估价方法的基础上确定了本系统的技术方法。 第二部分，笔者对农用地定级估价信息系统的建设进行了详细的论述，包括系统的总体目标、需求分析、功能设计、数据流程、软硬件环境设计、主要数学模型与算法设计、数据组织与数据结构、数据字典、用户界面设计、模块设计等。 第三部分，笔者以江阴市为例对系统进行了测试，获得了一定的成果。 第四部分，笔者总结了在信息系统建设中的一些体会并提出了一些建议。 在研究过程中笔者阐述了自己的思考，力求理论结合实践。本文研究之主要成果有： 1．严格按照国家规程，利用VB开发语言在Mapinfo地理信息系统软件的基础上进行了二次开发，设计并完成了农用地定级估价信息系统软件，具有一定的推广价值。 2．利用该软件评价出江阴市农用地的土地级别和基准地价，从而为农用地的定级估价提供了一个较为成功的范例。更多还原

【Abstract】 Classification and Evalution on Agricultural Land,as an important part of Land management,includes 2 segments :classification and evaluation- on land quality and on change for land use.Basing on expounding the meaning of agricultural land,the author analyzes the blackground and significance of agricultural land’s classification and evalution.Then the author discusses the ways to gricultural land’s classification and evalution in term of Regulations for Gradation and Classification on Agricultural Land and Regulations for Evalution on Agricultural Land. Thirdly,the author ccomplishes applied Information System for Agricultural Land’s Classification and Evalution(ALCEIS) and has got anticipative pupose taking Jiangyin county.In Section A,the author firstly expounds the meanings of Agricultural Land,Classification and Evalution on agricultural land. Secondly,the blackground and significance are put forward.At last,the technique is confirmed.In Section B,the author treatises the course of the construction on the information system consisting of general target,analysis of demand, design on fuction,data flow,design on software and hardware,math model and arithmetic design,data form and data structure,data dictionary, interface design and module design etc.In Section C,the system is tested as an example of Jiangyin and some harvest is obtained.In Section D,the author puts forward some advice about the information system.On the study of Agricultural land’s classification and evaluation information system,the author expatiates his own opoinion,and lays stress on pratising.The results of his study are followed:l.Strickly following national regulation and based on the software of VB and Mapinfo,the author developed ALCEIS,which can be spreaded widely.2.With the help of ALCEIS, agricultural land’clss and agricultural standared land price were evaluated,which became a successful example.更多还原
