【摘要】 随着互联网规模的不断扩大，人们正改变着传统的经营方式，电子商务正是在这个背景下产生和迅速发展起来的。然而，随着越来越多的网络入侵和攻击事件的发生，网络与信息系统的安全与保密问题显得越来越重要。由于电子支付系统是电子商务的重要组成部分，因此它的安全与否直接关系到电子商务未来的发展。 SET协议是一套完整的电子支付系统的协议，它在现实中得到了广泛的应用。它有许多优点，如提供标准的通信协议和信息格式，通过加密来保证信息的机密性，使用数字签名来保证信息的完整性等。但是，它也有一些不完善的地方，针对其缺点，论文详细论述了如何引进政府采购机制并辅以物流配送机制来完善SET协议：如何在网络层实施安全技术代替传统的在应用层实施安全技术的方法。更多还原

【Abstract】 With the development of Internet, people are changing the traditional management methods and Electronic Commerce was born in the background, which is developing rapidly now. However, as more and more are Internet invasion accidents, more and more attentions are paid on the Internet security. Electronic Payment System is the center in Electronic Commerce and its security is the key to develop Electronic Commerce in the feature. ^SET protocol is a set of safe Electronic Payment System protocol, which has been used widely in world. It has many advantages in use such as providing normal communication protocol and information format, assuring the data to be secret by using encryption, assuring the information to be intact by using digital signature, and so on. However, it has some faults. To solve these faults, the article introduces the methods how to perfect SET depending on the government-purchasing system and logistical management, and how to operate safety technology in the network layer instead of in the application layer.更多还原
