高技术产业化模式与河北省实证研究

【摘要】 本世纪中期以来,随着科学技术的迅猛发展,高技术及其产业对各国各地区产业结构的升级、社会经济结构及国际地位的变化日益产生广泛而深刻的影响。因此,世界各国纷纷制定高技术产业发展计划,将高技术产业确定为带动本国本地区经济和社会发展的战略性产业,在人力、物力和财力上给予大力支持,力图在高技术领域日益激烈的国际和地区竞争中占领制高点。我国从八十年代开始,相继制定并实施了《高技术研究发展计划纲要》(863计划)、“火炬计划”等一系列旨在跟踪国际高技术发展、促进我国高技术产业化进程的计划和相关政策,有力地推动了我国高技术及其产业的发展。伴随于此,河北省作为我国经济发展中的一个重要省份,出于提升本省产业结构和增强区域经济竞争力的考虑,也先后制定并出台了相关的政策措施。但从河北省高技术产业近年来的发展情况看,与先进省市相比,河北省高技术及其产业整体发展水平还比较低,前景不容乐观。主要原因是河北省高技术产业构发展缺乏宏观定位和战略性指导,没有一套系统的、具有战略指导意义的高技术产业发展规划。面对当今世界新技术革命,特别是中国即将加入WTO,中国经济将日益融入世界经济体系,世界各国在高技术领域的竞争也将更加激烈,因此,研究高技术及其产业发展的一般规律,据以提出河北省高技术及其产业的发展方向和战略重点,对于指导河北省高技术产业的发展,提高河北省的经济增长质量和竞争力具有重要的现实意义。 本课题在研究高技术产业化一般规律的基础上,从河北省的实际出发,明确了河北省高技术产业的发展定位,提出了河北省重点发展的高技术领域、高技术方向及其优先序、近期重点发展的高技术产品目录以及宏观战略模式、政府管理模式和微观实现模式,并提出了推进河北省高技术产业发展的相关措施。 研究报告共分九个部分: 一、高技术产业化的特征 本部分在准确界定高技术、高新技术、高技术产业、高技术企业及高技术产业化等基本概念的基础上,重点研究了高技术产业化的基本特征。提出高技术的产业化一般经历孕育、成长、成熟、饱和、衰退五个阶段,在此过程中,高技术产业的发展具有群体化、多样化、密集化和影响广泛性四大特征。 河北工业大学硕士研究生学位论文一二、高技术产业化的发展过程研究 从微观角度看,高技术的产业化过程分为技术开发、产品升发、生产能力开发和市场开发四个阶段。在这四个阶段之间存在线性和并行两种链接模式。同时存在一个企业内部的自组织和企业与外部环境之间的协同过程。 本部分还在分析相关因素的基础卜,运用协同学和自组织理论构造出高技术产业发展模型,并据此分析了高技术产业进入成长阶段的临界规模。三、影响高技术产业化的基本要素 高技术产业化的基本要素包括动力要素、空间要素。能力要素和环境要素。高技术产业化的动力主要来源于社会的有效需求、高技术系统自身的矛盾运动以及国际间的技术经济竞争。高技术产业规模的扩张所能达到的最大合理限度取决于市场规模的大小、竟争产业和辅助产业的技术水平。高技术产业化的能力则山高技术本身的性质、经营资源要素和组织管理体系构成。高技术产业主要受要素资源、基础设施和相关产业等硬环境要素,以及产权体系、人文环境和政策法律环境等软环境要素的影响。四、高技术产业化的宏观演进模式研究 高技术产业化是技术经济系统中高技术于系统最终演进成高技术产业的过程,是高技术子系统与传统产业相互作用与协同的自组织过程。决定这一过程的因素有两个:一是高技术系统的质的特征与内部结构,即系统内部单元之问的非线性作用:二是系统外部的技术经济环境,它为系统的演进过程提供了资金、人力和信息。 从技术经济系统中高技术系统与其他于系统之间的相互作用关系分析,高技术产业化的宏观演进模式有四种,即产业关联模式、技术关联模式、区域夫联模式和松散型模式。 模型分析表明,从产业关联模式的机制和环境条件看,在高技术产业化的初期,山于创业成本较高,高技术经济系统效率不高,从而形成一种表现为负经济动力的自锁系统,使高技术经济系统无法最终演进成高技术产业,在此情况下,资金投入成为高技术产业化的启动开关。同时,高技术产业的形成还需要信息的快速传输、通畅、产业政策有利等环境条件。 .互互 河北工业大学硕士研究生学位论文 在技术关联模式上,山于高技术是山一些相关技术和技术于系统组成的, 而不同高技术与其相关技术系统的关系存在一定的差异,这种差异状况的不同 导致高技术产业化过程中存在积本关联、嫁接关联和催化关联等技术关联模式。 高技术产业化区域关联模式是通过高技术在区域间的转移和扩散来实现 的。这种扩散受高技术源区域的技术拥有量、接受区域需求N与该区域的资源 条件R的?
【Abstract】 With the development of science and technology since the metaphase of the 20th century, high-tech and its industry have been deeply affecting the structure of region, social economy and the international position in many countries. Thus, in order to occupy a high position in the increasingly drastic contest among countries and regions, they constitute plan of high technology industry and ascertain it as the strategic plan to drive the economic development with vigorous sustains in manpower, material resource and financial resource.In my country, since the 80s,the government has constituted ((the design of the development in research of high technology)) (the plan of 863) and the torch plan to track the development of high technology of the world and increase course of our high technology industry. Going with this, Hebei province, known as the important province of economy development, also constitute the high technology development policy so as to advance the competency of its region and structure of economy. However, comparing to other development province, the whole high technology industry in Hebei province is low from the recent development situation and its foreground is serious .The main reason is that it is scant in the macro position and strategic direction of high technology industry development and the series plan of that. Today, facing the technology revolution, especially our country to join WTO, China economy is melting with the world economy. The competition in high technology among countries is to be fierce entering 21th century. So, researching the laws of high technology and industry and proposing the direction of it will benefit to develop the economy and competency in Hebei province, and it will have practical importance to increase the quality of economic growth and competence in Hebei province.On the base of researching general laws of high tech industrialization, this paper will define the development direction of high technology industry in Hebei province, propose high technology area which will be developed mainly, important direction of technology and its priority order, product catalogue of high technology which will be developed mainly, macroscopic strategy mode, government managing mode, and micro realizing mode, and propose some correlated methods which canpropel the development of high tech industry in Hebei province. This paper will be divided to 9 parts:1. characters of high tech industrializationOn the base of defining the fundamental concepts such as high tech, high and new tech, high tech industry, high tech enterprise and high tech industrialization and so on., this paper will research basic characters of high tech industrialization mainly. And we raise that the industrialization of high techwill experience five stages------breeding, growing , maturing , saturating anddeclining .in this process. And in this process, the development of high techpossesses 4 characters------group, diversification, concentration and extensiveinfluence.2. the development of researching process of high tech industrializationFrom the point of micro, the process of high tech industrialization can be divided to 4 stages: technology development, product development, productive capacity development and market development. There are two linking modes, line and parallel, among the stages. At the same time, there is a coordination process between the private organization of an enterprise and the outside environment of it.This part will make use of coordination knowledge and private organization theory to build a model of the development of high tech industrialization on the basic of analyzing correlated factors., and will analyze critical scale in the growing stage of high tech. on these grounds.3. essential elements influencing high tech industrializationThe essential elements influencing high tech industrialization includes motive power elements, space elements, ability elements and environment elements.
