【摘要】 乡镇企业在河北省经济发展中占有举足轻重的地位。在经济体制改革和经济结构调整中，乡镇企业遇到了前所未有的困难，如产品销售不畅，增长速度下滑等。产业结构不合理是其目前陷入困境的原因之一。与此同时，乡镇企业面临着知识经济与世界经济一体化的挑战，产业结构能否合理调整是乡镇企业应对挑战、再创辉煌的关键之一。本文通过对河北省乡镇企业产业结构的历史演变及其现状特点的分析，总结归纳其存在的问题，揭示其在全省经济发展中的突出作用。并从产值与增加值、就业人员、劳动生产串、出口产品四方面，分析河北省乡镇企业三次产业的构成及其变动情况，探索产业结构的变动规律，揭示河北省乡镇企业的产业结构基础及其存在的第二产业比重过大，第三产业发展严重不足等问题。根据我国入世带来的各种新情况、新挑战，文章对加入WTO对河北省乡镇企业相关行业的影响进行了讨论，提山乡镇企业中农副产品加工业具有很强的市场竞争力，第三产业所受冲击不大，但具有较高保护程度的第一产业、重工业和化学工业等受影响较大。运用生产率上升率、产业关联度和需求收入弹性这三个衡量基准，结合河北省乡镇企业发展的现状与限制因素，对河北省乡镇企业的支柱产业进行了测算、选择，提出农副产品加工业，金属制品业、建材工业、造纸及纸制品业、化学原料和化学制品业，旅游业应作为河北省乡镇企业的支柱产业。最后，根据以上分析，文章进一步提出河北省乡镇企业产业结构调整的方向与对策，如加强支柱产业；扶植农业企业发展；鼓励外向型经济发展；发展环保产业；正确引导区域特色产业的发展等。同时，文章还提出了财政政策、货币政策、投融资服务体系及关税政策等产业结构调整的配套政策体系建设与完善的建议。更多还原

【Abstract】 Township Enterprise (T.E.) has been playing a vital role in Hebei province. There are many difficulties, such as products unsalable, rate of increase going down, which impede the development of T.E. with reform and readjustment in China. T.E. is facing the challenge of knowledge economy and economic integration in the world. How to readjust the industry structure is one of the keys to meet the challenge and create brilliant achievement By analysis of the historical experience and present conditions of industry structure of T.E., the paper points out present problems and expresses the great importance of T.E. in the economic development of the whole province. Then, from value of output and value-added, number of employment person, labor productivity, and export, the paper analyzes the construction and the transformation of type of industry, explores the law of industry structure, and discovers the problems that the proportion of secondary industry is high and the development of tertiary industry is serious insufficient. Next, according to the new situation and the new challenge for China entering WTO, the paper analyzes the influence on type of industry, and expounds that the processing of farm and sideline products has more capacity of competition, and tertiary industry won’t be affected by WTO. However primary industry, heavy industry and chemical industry, which have been highly protected from the nation, will be gravely affected. Fourthly, using three standards-productivity, the relation of industries and elastic of demand-income, and combining current situation and restricted factors, the paper point out that the principal industries are processing of farm and sideline products, building materials products, metal products, paperboards and machine-made paper, chemical industry and tourism trade. Lastly, according to these analyses, the paper puts forward the orientation and countermeasure in readjustment of industry structure that are to strengthen principal industries, give aid to agricultural enterprise, encourage the development of export-oriented economy, develop the trade of environment protection, correctly direct the industries with regional economy characteristics. Furthermore, it proposes advice on how to construct and improve systems of supplementary policy, such as that fiscal policy, monetary policy, service system of investment and finance, and tariff policy.更多还原
