【摘要】 农业产业化经营是现代农业发展的重要特征。而农业产业化龙头企业的发展状况是决定农业产业化发展水平的关键所在。2000年河北省有各类符合统计标准的农业产业化龙头企业604个，参与农业产业化经营的农产达512.2万户。“十五”期末，全省年销售额亿元以上的龙头企业要争取达到100家，农业产业化经营率达到50％，如何加快龙头企业发展，推动农业、农村经济的发展已经成为理论和现实亟待解决的问题。本文以农业产业化龙头企业发展的理论为基础，对河北省龙头企业的发展现状和存在问题进行了调查研究，认为河北省农业产业化龙头企业近年来数量不断增加，规模不断扩大，而且投资呈现多元化趋势，利益机制日趋合理，经济实力明显提高，其带动作用逐步增强。但是，许多龙头企业规模小，实力弱，管理水平低，竞争力较低。中国加入WTO后，农业经营与龙头企业的发展面临更加严峻的挑战，而技术水平低下、市场机制不完善、特有规制体系尚未建立、管理体制不健全等因素对龙头企业的发展具有一定的制约。文章认为，提升龙头企业的竞争力是应对入世挑战的重要方面。在分析国内外有关企业竞争力研究现状的基础上，文章提出了农业产业化龙头企业竞争力评价指标的设计原则和体系框架，建立了综合评价模型和方法。结合对河北省农业产业化龙头企业发展现状和存在问题的分析，文章提出了河北省加快发展龙头企业的对策建议，如树立正确的发展战略、不断提高企业竞争力、完善利益联结机制、采取多元化发展策略以及科学制定相关政策，营造龙头企业发展的良好环境等。更多还原

【Abstract】 Management of agricultural industrialization (MAI) is the important characteristic of the development of modern agriculture. The development level of Dragon-headed enterprises (DEs) is the key factor that influences the level of MAI. In 2000, there are 604 DEs in MAI that agree with the statistic standard, and peasants evolved in MAI add up to 5122 thousand in Hebei province. At the end of the tenth "five-year" plan, the amount of DEs whose sales beyond 100 million would be 100, and the rate of MAI would be 50%. How to speed up the development of DEs, and how to promote the agriculture and rural economy has become the problem to be solved in theories and realities. On the theoretical basis of DEs development in MAI, and through the research of current conditions and underlying questions, the paper indicates, in recent years, the amount of DEs is more, and scales of DEs are larger than before in Hebei province. Diversified units have invested on DEs. Profit mechanism between DEs and peasants is rational day after day. Economic power of DEs is strengthened. Many peasants benefit more from DEs. But, many DEs are small. They have limited capabilities, low management skills, and poor competitiveness. Joining WTO, the agriculture and DEs have to face more stiff challenges. The development of DEs is often influenced by poor technologies, unperfected market mechanism, no unique organization, and unformed institutions in some extent. The paper suggests that promoting DEs competitiveness is the important countermeasure to WTO. On the basis of analysis of research work home and abroad, we put forward the designing principles, methods and the model of enhancing DEs competitiveness. Combining the analysis of current conditions and problems of Hebei province, we put forward countermeasures to quickening the development of DEs, namely, establishing the right strategy of development, promoting the competitiveness of DEs, perfecting the profit mechanism, utilizing the diversified tactics, stipulating rules in scientific way, providing better surrounding.更多还原
