【摘要】 西部大开发是当前全国乃至全球关注的焦点。我国西部地区是欧亚大陆的脊梁，其战略地位至关重要。这里具有独特的地域特征、资源分布和生态环境，同时是众多民族和文化的大观园。从经济前景看，西部是自然资源储量极其丰富的地带，拥有巨大的发展潜力；从国际关系看，西部是多国汇聚、国境相邻的要冲，无疑将成为国际多边经贸合作的热点地区；从生态环境看，西部地区既是我国的生态环境屏障区又是全国生态脆弱区。改革开放以来，我国东西部地区经济发展差距日愈扩大，已经严重阻碍了全国各地区的持续协调发展。西部开发就是要逐步缩小东西部地区经济发展差距，以发展社会生产力为中心，以生态环境保护与重建为基础，谋求西部地区的可持续发展。 西部开发在西部生态环境脆弱的现实中进行，要实现西部大开发，必须要处理好一组辩证关系：生态环境建设与西部地区社会经济发展的关系。生态环境的良性循环是社会经济实现可持续发展必备的基础条件，是西部大开发的根本和切入点。同时，西部地区社会经济发展将为生态环境建设提供相应的物质和技术支持。要妥善处理好生态环境建设与西部地区社会经济发展的关系，拟应树立社会生态经济复合体的新观念，遵循其内在规律，处理好人与自然界的关系，特别是经济增长与生态环境建设的关系。 西部地区生态环境建设是一项功在当代、利在千秋的系统工程，必须以生态环境哲学为指导思想，进行科学合理的规划；在人与自然的关系上，必须摒弃人类中心主义，树立生态中心主义价值观，将西部地区建成我国生态文明的试验区。当前，加强环境法制建设是实现西部开发的重要法制保障。 西部开发同时也是我国跨世纪的反贫困战略，尤其是消除西部地区的生态性贫困，走出“贫困(Poverty)——人口(Population)——环境(Environment)”(PPE)怪圈对于西部贫困地区尤为重要。 本文认为坚持可持续发展是西部大开发的最佳选择，但西部决不能照搬其它地区的发展模式，而应因地制宜、因时制宜地探求出有自身特色的可持续发展模式，大力发展绿色产业，并着重以四川生态环境建设与可持续发展为例进行了深入论述。更多还原

【Abstract】 Exploring the West China is our country’ s focus. From one side, the west land is an impotent champing place. It has special land’ s features, resources and ecological environment. From the angle of geography, the West is the backbone of the Asia-Europe continent. From the angle of culture, the West is the big palace of nation’ s culture. From the economic forecast, the West is the rich resources belt. From international communication, the West is one important place where many countries connect and it is becoming the hot land for international trade. From ecological environment, the West is the nature bar of Chinese ecology and weak ecological place. From the other side, the distance between the West and the East becomes larger and larger. This breaks the balance of the West-East development. Exploring the West is to reduce the distance of the West-East development. It is based on the ecological environment’ s rebuilt and regarded the productivity forces development as the center. The sustainable development is the aim of exploring the West.West development is processing in the weak ecological environment. So it needs to do good deal with the dialectical relation of protecting ecological environment and economic development. Ecological environment in good circle is the base of sustainable development. It is to say that environment is the physical condition of the West economic developing. At the same time, the West economic developing also support the ecological environment construction. It is important to do good deal with the relations of ecological environment and economic development, person and nature, economic increasing and environment construction.Conducting the West ecological environment construction is a systematic engineering which is good for today and future. It need scientific plan and eco-philosophy’ s theory to built the West and make it become a green-culture area in the way of breaking out man ruling nature-philosophy and making up jointly developing-philosophy for the relation between man and nature. At the same time, legal system construction is an important guarantee for exploring the West and environment protection.Exploring the West is also a national counter-poor strategy. It’ s important for the poor area of the West to go out the strange circle of "PPE" .The best choice for exploring the West is to insist on the way of sustainable development. But it is unsuitable for exploring the West in the same way of the East. The West has its own features. This thesis will pay more attention on the ecological environment construction and sustainable development in Sichuan province.更多还原
