【摘要】 中关村是我国创新基地，是国家创新体系的一个重要组成部分，是实施国家创新体系的试验田，拥有的创新资源是中国其他地区无法比拟的。因此，中关村区域技术创新系统的完善，对提高中关村技术创新能力和促进中关村经济的发展有着重要意义，对完善我国创新系统，提高我国技术创新能力意义重大。 本文基于对中关村地区的企业、大学、研究机构和相关政府管理机构的大量资料研究与分析，运用创新理论、区域经济理论和系统理论等现代理论工具对中关村科技园区技术创新进行系统的分析。我的工作具体体现在以下几点： 首先，本文分析了中关村区域技术创新系统演变过程，中关村区域技术创新系统的发展过程是系统内各组成要素之间协调发展的过程，她的发展过程本身就是一种创新。通过对中关村区域技术创新系统拥有的创新资源的分析，分析了中关村区域技术创新系统的特点，以及她在我国国家创新系统的地位和作用。 其次，本文运用西方经济学的无差异曲线的分析方法，结合区域技术创新系统理论，建立区域技术创新战略选择模型。并运用此模型，结合中关村具有的创新资源优势，和其在知识经济时代发展的战略目标，提出了中关村技术创新战略应该是自主创新战略。 第三，本文运用回归分析的方法，利用中关村十年的经济数据，分析了研究开发经费的投入和中高级职称的研发人员的投入这两个实现中关村自主创新战略的关键要素对中关村的经济增长的贡献。作了这两个要素对中关村的影响和对53个开发区的影响的比较，本文得出结论，这两个要素在中关村的作用还没有充分发挥。 第四，本文分析了中关村技术创新系统目前存在的问题，通过分析中关村技术创新系统各个要素、以及中关村区域技术创新系统的各个要素之间的协调和合作存在的问题，找出了制约中关村技术创新的几个主要因素。在此基础上，为中关村技术创新战略的实现，对中关村技术创新系统的未来发展和完善提出了建议。 第五，本文运用系统理论的层次分析方法，结合以上的分析建立了中关村技术创新能力评价指标体系，并建立中关村技术创新能力评价模型，为决策机构考评中关村技术 北方工业大学学位论文创新能力提供了有效的方法。更多还原

【Abstract】 Zhongguancun Science Park is china’s innovation base, a very important part of national innovation system, and experiment field of implementing national innovation system. Zhongguancun is an area with a high concentration of scientific and educational institutions and intellectual resources, in which it is unparalleled in the country. Therefore, perfecting Zhongguancun technology innovation system is of great significance in promoting its ability of technology innovation and promoting its economic growth., as well as in perfecting our national innovation system and improving the ability of national technology innovation.Based on research and analysis of enterprises, institutes, universities and governmental management organizations in Zhongguancun, using innovation theory, regional economics theory and system theory, this paper analyzed the technology innovation of Zhongguancun Science Park. My work embodies in the following aspects:First, this paper analyzed the evolvement process of Zhongguancun technology innovation system. The development of Zhongguancun technology innovation system is development process of every element harmony. Its development process is innovation. By analyzing the geographic location, and innovation resource, which it possessed, this paper analyzed the character of Zhongguancun regional technology innovation and its status in national innovation system.Second, using the analysis method of no difference curvilinear of economics, this paper established the choice model of technology innovation stratagem. Combining this model with Zhongguancun’s predominance in innovation resources and its development aim, this paper draw out the conclusion that Zhongguancun should carry out the independence innovation stratagem.Third, with the regression analysis method of and Zhongguancun’s ten years economic data, this paper draw the conclusion that R&D outlay and the quantitative of medium-high title of a technical post persons was the most important factors to promote the economic development of Zhongguancun. By comparing the two factors’ effect on regional development with their effect on other science parks, this paper draw out that these factorsdidn’t play their efforts.Fourth, this paper analyzed the existent problem in Zhongguancun technology innovation system. By analyzing the existent problem of every elements and cooperation within every factor, this paper found some main factors to restrict Zhongguancun technology innovation. On the basis of these, the advice about the development and perfection of Zhongguancun was put forward.Fifth, using administrative levels, this paper established index system evaluating the technology innovation ability of Zhongguancun, and evaluating model, to provide effective method of studying the ability of Zhongguancun technology innovation for decision-making.更多还原
