深圳市坪西公路工程投资的效益分析及实施策略

【摘要】 城市的发展离不开一个综合完善的交通运输体系,而道路交通作为国家的一个重点投资领域,更是综合运输体系的基础。由于我国公路建设长期以来滞后于经济发展,因此,怎样加快公路建设的发展速度,提高公路建设的投资效益,实施科学的投资策略,尽快解除其对经济发展的“瓶颈”制约,改进公路建设的投资管理模式,对于深圳市的社会发展有着十分重要的现实意义和深远的历史意义。 本人取材于深圳市坪山~西冲公路建设项目,通过对该项目在规划、投资等各个环节中出现的问题予以研究和分析,结合深圳市目前的公路建设发展状况,对公路建设实施过程中存在的不足提出了不同的见解,并探讨了公路建设的实施策略。认为公路建设必须要加大投资力度,拓宽投资渠道;同时,针对新的经济发展趋势,建立和完善适应于社会经济发展的公路建设和营运新模式,在管理经营过程中树立起现代物流业的经营理念,以适应社会发展的要求。通过分析,建议采用BOT方式进行公路建设投资与管理,认为这是适合深圳市的经济发展情况,既有利于政府加快公路项目建设,促进社会经济发展,又有利于投资商建设经营的双赢策略,是有利于促进公路产业快速健康发展的可行方式之一。
【Abstract】 It is known that urban construction cannot depart from a comprehensive and perfect system of communications and transportation system, while road construction as a key-point investment field is also an important infrastructure of synthetic traffic and transportation system. Since our road construction lagged behind economic development for a long time, it is need to put forward rationalization proposals on how to fasten construction speed, how to increase project’s investment benefit and how to carry out a scientific investment strategy (to achieve better construction results). Meanwhile, we must relieve a bottleneck restriction on basic economy development and further improve the patterns of investment and management as soon as possible. These are of high realistic importance and great historic significance to socioeconomic development in Shenzhen city.I draw materials from a road construction project from Pingshan to Xichong field in Shenzhen, and research and analyze some sections existing problems about this project planning and investment. After combining with Shenzhen current road construction status, I state my different views on these existing defects and probe further into solutions and implementation strategy. 1 think road construction must strengthen investment force as well as broaden investment channels. At the same time, aiming at lastest economic development trend, we must build and advance a new model of road construction and communications oriented social economy development. In addition, we must set up modern administration ideas of logistic trade so as to satisfy the demands of social development. By way of practical analysis,! suggest to adapt BOT mode to conduct investment and management of road construction. I consider it fits with Shenzhen’s economic situation, which both the government has benefit to fasten road program construction, to promote social economy development, and investors get benefit to build a mutual profit business tactics. In short, it is one of the feasible schemes of acceleration road construction todevelop at high speed and expand soundly.
