四川省高级青年人力资源综合开发利用的模型分析

【摘要】 在西部大开发的宏观背景下，关于促进经济增长的要素的研究倍受关注。高级青年人力资源在促进地区经济增长中的作用如何，以及怎样有效进行高级青年人力资源的综合开发利用是技术经济及管理研究的热点问题。 人力资源与促进经济增长的各个要素之间是相互联系和相互影响的，尤其是人力资源同生产率因素之间的关系是密不可分的。无论是技术进步与管理效率，还是社会经济体制，都是由人所决定的，人来推动技术进步。 本文总结了有关人力资源和技术进步及经济增长中的各要素的相关理论；针对四川省高级青年人力资源的综合开发与利用问题，在度量生产率的基础上，通过生产函数讨论了劳动投入(人力资源)与技术进步之间的量化关系：从反映劳动投入与技术进步关系的Jorgenson模型入手，构造出了带有创新函数的高级人力资源劳动生产率对技术进步率作用的数学模型，以及两个辅助模型：科技工作者劳动质量投入系数模型和技术进步指数模型。 选择四川省青年基金会作为研究的范畴，以青年基金会资助的科研人员作为四川省高级青年人力资源的代表，分析基金会的高级青年人力资源与技术进步的关系：从总体上初步了解到四川省高级青年人力资源对其技术进步的作用。经过大量数据的采集与模型试算，获得 四川省高级青年人力资源综合开发利用的模型分析了四川省高级青年人力资源劳动生产率对技术进步率的贡献大小，实证分析的结果表明：高级青年人才对技术进步的贡献最大，处于科研工作的黄金时期。 最后，给出了四川省高级青年人力资源综合开发利用的政策建议和具体的实施途径。认为加大人力资源的投资、加大高等教育投入力度、人才的配置走市场化道路、重视其他科技资源的投入是进行高级青年人力资源综合开发利用的关键，而建立科学基金会则是有效的途径。更多还原

【Abstract】 MODEL ANALYZING OF COMPREHENSIVE DEVELOPMENT AND UTILIZATION OF THEADVANCED YOUNG HUMAN RESOURCE IN SICHUANTechnical Economy and Management Postgraduate: Dai Hongkun Supervisor: Prof.Dr.Dr.Xu JiupingAbstract: The research of factors promoting the economy growth is focused widely. The roles of advanced young human resources in the local economic development and such human resources are always main problems of technical economic and management research.Human resources and each factor promoting the economy growth are connected and affected, especially the human resources and factors of productivity are closely related. The technological progress and management efficiency are determined by people who promotes technological progress through people activities, so is the social economical system.This paper summarizes the related theory of human resources, technology progress and some factors promoting economical growth. According to the comprehensive development and utilization of the advanced young human resources in Sichuan, analyzes the productivity evaluation and quantity relations of labor input and technological progress with production functions. Then presents a mathematical model with creating function affecting the labor productivity of advanced human resources to technological progress rate and two corresponding auxiliarymodel: models of input coefficients of researchers labor quality and technological progress indexes, from Jorgenson model which reflected the relationship between labor input and technological progress.The paper selects the researchers who are supported by finance of Sichuan Young Foundations on behalf of the advanced young human resources, analyses the relationships between advanced young human resources and technological progress. Then finds primary importance of Sichuan advanced young human resources in its technological progress. With data collection and computation, the paper acquires the percentage of labor productivity of Sichuan advanced young human resources to technological progress rate. The conclusions show advanced young talents make greatest contribution to technological progress, and are in golden periods of scientific research.Finally, the paper proposes the policies and concrete methods of the comprehensive development and utilization of Sichuan advanced young human resources. The great investment in human resource and advanced education, marketed allocation of human talents, and stress on other scientific technological investment are the key points in such comprehensive development and utilization, while the construction of scientific foundations is an efficient way.更多还原
