【摘要】 全面质量管理(Total Quality Management，TQM)原为企业管理中的专用概念，将全面质量管理的思想应用于学校，就是要把人们的注意力集中于学校的全面管理并改进与学校的全面管理工作有关的活动，树立“消费者中心”的教育服务观，使学校的各项工作形成一个完整的服务网络，从而实现学校提高其质量和效益的目标。 全文共上、下两篇。上篇原理篇。主要探讨了学校全面质量管理的含义、特点、学校全面质量管理观以及学校全面质量管理的指导思想。学校全面质量管理是指学校以质量为中心，以全校师生员工的共同参与为基础，目的在于通过让学校的消费者满意和本校所有成员及社会受益而达到长期成功的途径。本文认为，学校全面质量管理的突出特点除了人们通常所说的“三全”即全面性、全员性和全程性之外，还有预防性和质量改进的持续性。 对学校全面质量管理观的探讨是本文的创新之处。本文认为，学校全面质量管理的本质观、价值观和质量观是学校实行全面质量管理时应首先明确的基本观念。学校全面质量管理的本质是协调学校内外各种关系和资源与实现学校教育质量目标的矛盾；学校全面质量管理的价值在于，它既可以发挥学校管理者、施教者和受教者的主体性，使人得到发展，又可以使学校教育工作有序化、规范化和效率化；学校全面质量管理的质量既包括学校教育工作的质量、学校全面质量管理工作的质量，又包括学校教育工作和学校全面质量管理工作的结果——育人的质量。 学校全面质量管理的指导思想是：1、教育是服务性行业，学校提供的是教育服务。2、“消费者中心”。 下篇行动篇。提出了实施学校全面质量管理的新构想。本文认为，学校实施全面质量管理应做好以下工作：1、基础性工作。主要包括教育和培训、质量信息工作和质量责任制。2、建立质量体系。3、实施质量体系。4、教学过程质量审核。5、质量改进。营造良好的质量改进环境、加强对质量改进的管理是重要的。 本文还采用了实证的研究方法，将学校全面质量管理的思想应用于桂林电子工业学院的教学管理实践，产生了良好的效果。“桂林电子工业学院教学全面质量管理的实践探索”作为附录列于文末，以供借鉴。更多还原

【Abstract】 Applying the principles of total quality management in school is to concentrate on all aspect of school management and to improve the work of school management. The very aim is to realize the objective of school.In my opinion, total quality management in school is based on quality center and cooperatio with each other. The goal is to meet the needs of customers, school members and the society.The characteristic of total quality management in school is prevention and continuou improvement except for those often called "three-all" points, that is, all aspects, all people and al process.Research on the concept of total quality management in school is the creative point in this thesis. My idea is that the essence outlook, the viewpoint of value and the viewpoint of quality ar three essential concepts in school total quality management. The essence of school total quality management is to coordinate the relationship and conditions inside and outside school with th realization of school’s objective. The value of total quality management in school lies in that it can not only bring the initiative of administrator, educator and educatee into full play but also mak school orderly, standardized and effective. The quality of total quality management in school shoul embrace the educational work quality, the school management quality and the quality of the result o above-mentioned students’ quality.The guiding ideology of total quality management in school is: I .what school offers is service 2.
