【摘要】 当前中国一个突出的社会问题就是广大人民群众普遍存在的价值观念混乱的问题。从“三个有利于”的指导原则出发，建构一个适应时代的、易于广大人民群众普遍接受的价值观念体系十分重要，特作本文。 首先，对价值观念的概念界定及其功能的分析。 结合价值和观念这两个词的定义，将价值观念界定义为：在主体关于各种事物所具有的各种价值的观点或看法基础上所形成的对这些事物所具有的相关价值的信念，这种信念是主体进行价值判断和选择，确立价值取向和追求的范型和定势。从这一定义出发，概括出价值观念以下属性和特点：(1)属人性；(2)隐蔽性；(3)潜在性；(4)传承性；(5)处于缓慢的变化、发展中。 价值观念是一个由不同圆心展开，融合着价值理想和价值手段的庞大体系。可以从不同的角度进行分类。 价值观念在社会发展中的地位和作用。从人类长期历史发展的宏观角度分析，价值观念在社会发展中将起到越来越重要的作用。社会发展的越高阶段，它发挥的作用越大。从微观的角度看，在相对短暂的时间里，价值观念在稳定的社会状态中主要是维护社会的现存秩序，在不稳定的社会状态下，主要是批判不合理的社会秩序，为社会变革起观念先导作用。 其次，对我国传统价值观念的核心内容及其影响的分析。 传统价值观念的基本内容从三个方面分析有如下内容：(1)处理人与自然关系时的“天人合一”观和“命定论”，在主张人与自然和谐相处的同时反映出人被自然所奴役的不自由状态；(2)保持社会系统的有效运作方面，通过制度化、礼仪化，树立“尊君卑臣”及“权位”观念；(3)在个体生存方式存在意义方面，有以下基本观念；强烈的乡土观念、强烈的家庭观念、积极的入世精神、强烈的内倾性及中庸思想。以上观念是各阶层人民所共有的，各阶层人民有所不同的主要表现在对人生意义的不同理解上，其焦点集中在义利之辩和群己关系两方面。 传统价值观念对中国封建社会及国民性格产生了巨大的影响。 在我国，传统价值观念至今仍发挥着深远影响。面对这一现状，立足现实、正视传统，从传统价值观念中吸取有益因素，是我们应采取的正确态度。 最后，现阶段中国社会新型价值观念的建构方案。 目前中国社会正处于转型时期，建立社会主义市场经济体制是我们的目标。新型价值观念必须适应时代的要求。 新型价值观念的建构原则：（1）坚持以马克思主义为指导思想；（2）物质与精神、利益与道德并重；（）正确处理群己关系；（4）一元的价值导向与多元的价值取向相结合；（5）价值观念的建构要有层次性，必须与不同群体的需要相适应，要循序渐进。 新型价值观念的核心内容。（1）在处理人与自然关系方面，在树立充分主体意识的基础上，将可持续发展作为基本的价值原则；（）在人与社会的关系问题上，要具备公平、民主观念，将实现社会公平、政治民主作为基本的价值原则；（3）在个体存在方式、人生意义的选择上，在尊重人的自然性和社会本质的基础上，强调人之为人的精神之维，义利并重、理欲并重。 新型价值观念建构应注意的几个问题：（1）要有社会实践基础，在制度建设中体现出来；（2）充分利用大众媒体；（3）要注意大众文化的无意义、无价值的消解作用；（4）知识分子要承担主要责任。更多还原

【Abstract】 It is a prominent social problem in the current China that people values is in a general confusion. So it is very essential to establish a value system which will be fit for the times and be easy for the people to accept.Combining the definition of value and concept, define the values as subject have faith that object possess some values .The faith is the pattern and model by which subject conducts value judgment and selection, determines value orientation. According to the definition .summarize values’ characters as :1)humanized;2)concealed;3)latented;4)handed down;5)developing slowly.Values is a huge system . It spreads from different center of circles, mixes value ideal and value mean together .We can classify it from different points of view.Values’ position and function in the social development . Analyze at a long-term angle, values’ function will be more and more important at the higher period .Analyze it at a short-term angle , it upholds the current social order in the steady state and it repudiate the untimely order in the unsteady state.Second ,analyze the core and influence of Chinese conventional values.The core of conventional values have three sides: 1) in the respect of handling the relations of human and natural world, there are the concept of human and nature getting along well , and human being enslaved by natural world;2)in the respect of keeping the social system run effecting, there are the concept of worshiping emperor, and rigid rank;3)in the respect of personal life-style .life-significance, there are the concept of :strong provincialism strong familism, active sprit of entering world , strong internal tendentiousnessand the doctrine of the mean .the concept above belongs to all Chinese .Thedifference mainly shows respect of comprehending life-significance , the focus is differentiating righteousness and interest .The relations of collection and individual.Chinese conventional values have a great influence upon foudal society and national character. By now ,it still has a great influence. So we ought to inherit at in a critical way.At last , constructing scheme of new values in Chinese society at present .Chinese society is transforming patter now .Our goal is founding socialist market economy system of organization.New values must fit fir the request in our era. The principled constructing new values:1)stick by Marxism;2)important material and spirit .interest and moral epually;3)deal with the relations of collectives and individual properly;4)unite one guide and many way ;5)pay attention to the extent .The core of new values:l)The basic principle is enduring development ;2)realize social justice and political democracy:3)on the basis of respecting human naturalism and socialism ,stress on human spirit , important righteousness and interest equally.Pay attention to the problem below:l)new values will be embody by social system;2)making full use of the public medium;3)noticing the dispersion of the public culture;4)the intellectual ought to undertake main responsibility.更多还原
