【摘要】 随着新世纪的开始，我国社会主义现代化建设进入全面建设小康社会的新的发展阶段。江泽民总书记指出在东部沿海发达地区要率先基本实现农业现代化。江苏作为东部沿海地区中发达省份之一，要在全国率先基本实现现代化。水利是国民经济和社会发展的基础设施和基础产业，水利现代化是江苏现代化建设的重要组成部分。因此研究江苏水利现代化具有重要的理论价值和现实意义。 根据现代化理论，未来现代化是指完成第二次现代化后，人类进行的新的现代化。由于我国在世界行列中仍处于发展中国家，我国现代化进程正处于加快完成第一次现代化、并在部分领域进入知识经济时代的阶段。本文根据我国现代的建设现状，结合运用战略管理理论中的职能战略，针对江苏水利现代化现状，着重分析了江苏水利现代化的管理体制、人力资源、科技能力、财务能力、决策能力等关键职能的环境因素，寻求适应江苏省情的相应战略对策，力求为制定江苏现代化的水利行业发展战略提供合理化的建议。 通过研究，作者提出了江苏水利现代化发展战略应追求的目标。首先，要改变传统水利建设运行管理的模式，实现由粗放型水利向可持续发展水利的转变；其次，进行人才创新，建立起具有现代化特色的江苏水利人才管理体制和人力资源开发机制，建立起知识更新、人才再教育的人才培养系统，优化人才结构，提高队伍的总体素质；再次，是要用现代科技和现代管理方式建设、管理江苏水利，加大科研投入、加快科技创新、加强水利管理科学研究；再者，要完善多元化的投入机制，规范公益性水利项目的投融资体制，加快水市场建设进程；此外，还要完善水行业的政策法规，提高水利职能部门的决策水平。更多还原

【Abstract】 With the beginning of new century, China will construct a full rich country and socialism modernization construction will enter into a new stage. Mr. Jiang Zemin, general secretary of CCPC, said that the agriculture modernization should be achieved in the developed regions of eastern coasts in advance. Jiangsu province is one of developed provinces in eastern coasts, so the modernization should be executed earlier than other provinces and regions in China. Because water conservancy acts as fundamental industries and devices for national economy and social development, modernization of water conservancy is an important part of modernization construction in Jiangsu province. Therefore, the study on water conservancy modernization in Jiangsu province has practical meanings and theory values.According to the theory of modernization, the future modernization means that the human beings will achieve new modernization after second modernization attained Because our country is a developing one in the world, our modernization procedure is to accelerate up the construction of second modernization, the major economic and social goal of which is to improve the quality of people life. In this paper, based on the situation of our modernization construction and use of the duty strategy of strategic management principles, some environmental factors are analyzed which include management institutions, human resources, S&T capabilities, financial capabilities and decision making skills etc. In order to put forward rationale suggestions for development strategy of water resources, some strategic approaches have been sought.In this paper, the author put forward the pursued goals for development strategy of water conservancy modernization in Jiangsu province. Firstly, the traditional management practices must be changed from coarse water conservancy to sustainability. Secondly, the intelligent management institutions and development institutions of human resources need to be established so that intelligence and education systems, optimization structure of human resources can be achieved. Thirdly, with the help of modem technology and management the water resources in Jiangsu province will be developed and managed which includes investment and control of scientific research and innovation of S&T. Finally, the institution of multiple-investment should be improved, the institution of investment for social weal water projects should be specified and the construction of water market should be established rapidly. Besides, the policies and laws for water conservancy must be improved, and the level of decision making for water conservancy must be improved, too.更多还原
