【摘要】 行政文化是行政管理的深层内核，从一定意义上讲，当代行政管理就是一种文化管理。行政文化的完善与否直接关系到公务员队伍的生机和活力、关系到政府的廉洁高效和机构改革的成败、关系到经济的发展和社会的进步。系统论告诉我们，行政文化是社会大系统中的一个有机的子系统，它与其周围的社会生态环境存在着一种功能上的相互依赖关系。当一个社会的经济、政治和文化等生态环境发生重大改变时，行政文化必然发生相应的变革。当前中国行政文化基本上承袭了“官本位”体制下的传统行政文化。随着经济市场化、政治民主化和文化多元化进程的加速推进，整个社会的法治观念、效率观念、服务意识和民主参与意识日益增强，中国的社会生态环境已发生了翻天覆地的变化，以权力为中心的“官本位”文化已不能满足现实社会的需要。可见，变革行政文化的重要性和迫切性。目前国内外学者主要从文化人类学、伦理学和政治学的视角出发来研究政治文化，而对行政文化特别是行政文化变革的研究涉足甚少。作者立足于经济学、政治学、社会学和行政生态学，主要从系统论的视角出发，以中国社会生态环境的急剧变化为切入点，采用多种途径和手段，试图建构一种与社会主义市场化进程相适应的、有中国特色的多维型行政文化。更多还原

【Abstract】 Administration Culture is the crux of administration, from a certain sense, the contemporary administration is a cultural administration. Its perfection or not will directly affects the vigor and vitality of Civil Servant Group、efficiency and organizational reformation of Government、economical development and social development. Systematical principle tells us that administration Culture is a subsidiary system of social system, administration Culture and its social ecosystem depend on each other in function. Administration Culture has to change correspondingly when great changes have taken place in economical、political and cultural ecosystem. The current Administration Culture of China originates mainly from traditional Administration Culture. But with the social transformation of China ,especially Marketing Economy、democratization of politics and pluralism of culture, thought of law、sense of efficiency、consciousness of service and democratic participation of Chinese society are strengthening day by day, social ecosystem of China has had an earth-shaking change, Administration Culture of "Officer Is Everything" cannot meet the needs of Chinese society. Therefore, it is very necessary for us to reform our Administration culture. At the moment, the study of internal and external scholar on Politics Culture is mainly from the angle of politics、ethics and culture anthropology, but they hardly study Administration Culture, especially reformation of Administration Culture. The author bases on administrative ecology、economics、politics and sociology, mainly from the angle of systematic principle, take the Society Ecological Environment of China as starting point, adopt various ways and methods, try to reconstruct a plural Administration Culture which meets the needs of Socialism Marketing <WP=5>Economy and has Chinese characteristics.更多还原
