【摘要】 农业信息资源的开发利用是农业信息化的核心问题，本文从四个方面对农业信息资源的开发利用进行了研究。1．绪论 首先阐明了农业信息资源开发利用的重要意义，接着介绍了国内外农业信息资源开发利用的发展情况。在国外发展情况中分析了美、日、德等国情况；在国内发展情况中简述了我国信息资源开发利用的历程，并总结出目前我国农业信息资源开发利用的成就与不足。2．农业信息资源系统及开发利用环境 以系统论为基础，首先分析了农业信息资源的系统，将系统划分为主体系统和客体系统，在主体系统中对政府、信息咨询机构和农业从业人员的情况进行了分析；在客体系统中着重研究了信息软件、农业信息资源的内容、网络农业信息资源的内容以及信息数据库。其次分析了农业信息资源开发利用的环境，将其划分为软件环境与硬件环境两部分，软件环境包括国家制度与政策、法制保障、信息市场的建立与完善和网络环境等，硬件方面主要是网络设施，并分别进行了分析与研究。3．农业信息资源开发利用的模式 首先阐明了模式构建的原理，并通过深入研究，总结出我国现有的农业信息资源开发利用模式，即自上而下模式、民间经营模式、联合经营模式、条块分割模式、集约经营模式，并对每种模式的优缺点加以探讨。接着以“安徽农网”为例，在介绍“安徽农网”的发展情况后，进行了具体研究，最终总结出安徽农网的成功经验。4．促进农业信息资源开发利用的几点建议 提出了七点建议：（1）创新农业信息资源开发利用的模式；（2）加强农业信息资源数据库建设；（3）重视农业网络信息资源开发利用；（4）加强资本投入，建设农业信息市场；（5）优化主体系统，提高主体素质；（6）充分发挥政府职能作用；（7）建立健全农业信息资源开发利用的法律保障。更多还原

【Abstract】 The exploitation and utilization of agriculture information resources is the core of AI (agriculture informationization). The paper studies on the topic from four aspects. 1 .ProlegomenonThe importance of the exploitation and utilization of agriculture information resources is clarified and the conditions of home and abroad are introduced. The developments in US, Japan and Germany are analyzed. Meanwhile, it describes the course of the exploitation of information resources and sums up the achievement and the deficiency in China.2. Agriculture information system and its exploitation and utilization environmentThe foundation of this part is system theory and the agriculture information system is analyzed. The system includes two parts: the subject system and the object system. In the part of subject system, it expounds the condition of the government, the information consultation organization and the personnel working on agriculture. In the part of object system, it expounds the condition of the software, the content of agriculture information, the content of network information and the database. The exploitation and utilization environment is divided into two parts: the software environment and the hardware environment. The software environment includes the national system and policy, the legal safeguard system, the information market and the network environment. The network establishment is the main part of hardware environment. The paper studies on them separately.3.The mode of exploitation and utilization of information resourcesThe theory on how to make up the mode is explained and lucubrated. The paper summarizes five modes of exploitation and utilization of information resources. They are from top to bottom mode, nongovernmental management mode, united management mode, partition management mode and intensive management mode. Their advantages and disadvantages are discussed. The papergives the example of Anhui Agriculture Net and introduces its development as well. As a result, its successful experience is summed up.4.Some suggestions on how to accelerate the exploitation and utilization of agriculture information resourcesThe paper gives some suggestions on seven points: (1) innovate the mode of exploitation and utilization of agriculture information resources; (2) strengthen the construction of agriculture information resources database; (3) attach importance to the exploitation and utilization of agriculture network information resources;(4) increase the investment and build the agriculture information market; (5) optimize the subject system of information resources and improve its quality;(6) bring the government function into a full play;(7) set up the legal safeguard system and make it healthier.更多还原
