【摘要】 本文分析了国内外非营利组织参与社区形成与发展及社会福利社区化的实践，旨在探讨我国的非营利组织在社区中的角色与功能。文中以苏州地区三元社区、府前社区中的三个非营利组织为个案，采用深度访谈法、文献分析法和个案分析法借鉴国外及台湾地区相关非营利组织理论进行研究分析。作者指出，我国的非营利组织在社区中的缘起受到政府职能转变、“单位制”向“社区制”转变、公共政策及观念风潮、社区发展和民社空间需要几方面因素的影响。非营利组织在社区中的角色功能可以从其与政府、社区、居民的互动中体现：是政府政策的宣传者，是政府实现基层社会控制的渠道之一，是政府与社区居民间沟通的桥梁；有助于形塑社区意识，整合社区资源，推进社区发展；服务于社区居民的需求，提供居民社会参与和创新的渠道，激发个人潜能，实现自我价值。目前，影响非营利组织在社区中角色功能发挥的困境主要是：资金不足、体制问题、能力不足、社区居民参与意识欠缺和法律保障不完备。更多还原

【Abstract】 This paper aims at discussing the role and function of Chinese non-profit organizations (NPOs ) in community. At first the author analyzes the experiences that NPOs at home and abroad engage in the community building, community development and community-orient social welfare. Based on the analysis above, this paper chooses three NPOs from Sanyuan and Fuqian community in Suzhou as the cases. During the research, depth-interview, document analysis and case study are applied. The author argues that several factors effects the NPOs emergence in China, such as system changing, public policy, community development and the commons space needs etc.The relations between the NPOs, the state and the citizens reflect that the NPOs play important roles in community. They are help of taking shape the community consciousness, integrating community resources and advancing community development. As the bridge of the state and the citizen, the NPOs are one of the approaches the state control the grass roots, meanwhile, the NPOs supply the social service and community participation to the citizen.
