【摘要】 对政府公共资金中的购买性支出实行政府采购，是市场经济国家的通行做法，作为一个发展中国家，我们之所以能将政府采购制度在短时间内迅速推行开来，这与国外经验的引进分不开，但一项制度要真的建立起来并有效运转，除了要与市场经济一般要求相适应外，还必须与我国国情融为一体，因此，如何建立有中国特色的政府采购制度，是本文的研究目的。 文章首先探讨了政府采购制度的概念和外延，并借鉴发达国家的一些相关适用做法，分析我国政府采购的现状，找出存在的问题，最后对有中国特色政府采购制度的建立和完善提出具体对策。更多还原

【Abstract】 Government Procurement system, as a regulatory regime of govern- ment expenditures, is a current practice of developed countries . As a devel- oping country, adopting the foreign experierce is a essential prereguisite to spreading Government Procurement System in a short ?term. But a system should mix together chinese characteristics besides suitting to the general principle of market ?oriented economy economy. Then, this system ~s founded and operated efficiently. So how to found Gorernrnent Procurement System of chinese own is a significant task.
