【摘要】 我国改革开放20多年来，在经济建设上取得了举世瞩目的成就，这些成就的取得，是与邓小平经济非均衡发展战略的实施分不开的。随着我国改革开放和现代化建设的不断的深入，经济发展战略的研究日益引起了理论界和学术界乃至政府的极大关注。认真研究邓小平经济非均衡发展战略构想，对指导我国面向21世纪的经济建没有着重大的理论及现实意义。本文从哲学的角度和理论的高度对其进行探讨。 唯物辩证法认为世界上一切事物都是处于发展变化之中。由于发展的条件不同，事物发展总是非均衡的。事物发展总是由非均衡到相对均衡再到非均衡，循环往复，在这种均衡与非均衡的交替中曲折发展的。其中均衡是相对的，非均衡是绝对的，这是事物发展的客观规律。经济发展的过程也不例外，从国家经济运行的总过程来看，国民经济整体的发展和在某一时点上的均衡，正是各种非均衡的运动和对均衡与非均衡之间具有内在的辩证关系各种非均衡所采取的一系列均衡行动的结果。作为辩证法大师的邓小平，正是在深刻地把握这一经济发展的辩证法的基础上，深刻总结我国以往在经济发展战略选择上的历史经验教训和国内外经济发展的经验，立足于我国正处于社会主义初级阶段的客观事实，创造性的运用马克思主义经济不平衡发展原理，面对如何建设我国社会上义经济，实现现代化建设的既定目标而提出了推动我国改革开放和经济建设的多元经济非均衡发展战略思路。 根据这一思路，邓小平在领导我国进行改革开放和现代化经济建设的实践中，逐步形成了一整套完整的现论构想，其内涵丰富，哲理深邃，举其大者，上要有以下几个方面： 一、在时间序列上，采取分步骤实施战略目标的构想，提出和制定了分“三步止”的战略R标和战略部署，伴随着这一战略构想的实施，我国己稳步实现厂第一、：步战略门标，什顺利向第－＿三步战略口标迈进。 二、在财富增长和分配形人卜，提出了山部分富裕到共同富裕的非均衡发展战略构想，在全补会掀起厂光宫带动）口富的高潮，人民富裕程度大幅度提高，并采取有力措施防＿小贫富并距的扩人，努力实现全国人民的共同富裕。 －二、h：主间上，采取I＿叫沾地区向中西部地区梯度推进，走区域经济非均衡协调发展的路子，极人的促进厂各地IXI经济的快速发展，同时采取一系列措施来缩小东曲部地区锌济发展的芹距，以促进各地区经济的共同繁荣。 四、在经济的整体推进过程，－卜，提出厂渐进与飞跃相结合的“台阶式”推进发展思路，个大时机地抓住发展机遇，使我国经济发展上了儿个大的台阶，井把速度与效益有机结合起来，既重视速度，也注重效益，以促进杜会主义经济持续、快速、健康的发展。 以！：内容构成了一个亢整、科学的经济发展理论体系——邓小平经济非均衡战略。它足‘b克思＼义纤济理论与找囚具体实际相结合的产物，是对杜会十义经济发展模式的f！从创新。改竿开放以来，它在指导我国进行社会主义经济建设的过程I。！1效果显著，随巷改革开放和现代化建设的进一步深入，经济建设小的各利I新现象、新nd题将小断涌现，认真学习和研究邓小个经济理论，把握其精腕，对于指导我国跨世纪的经济建设具有重大理论及现实意义。 以汁泽民为核心的党的第（代领导集体＿，J｛是在是在．I｛确分析了我国当前经济建设的新形势的基础卜，总揽全局、审时度势，作出fwi向ZI世纪的重大战略决策——西部人开发战略。这一战略是邓小平经济非均衡发展战略在新的实践。。l。的创造性运川和发展，‘己既符合发展中国家经济发展的内在逻辑，也切介现阶段我国经济发展的客观要求，坚定个移地实施这一战略，必将有利十我冈经济与社会的持续、快速飞健康发展，有利于改革开放的顺利进行，有利于我囚跨1汁纪宏j卜R标的旱l！实现。更多还原

【Abstract】 In the past over 20 years since the reform and open-up, China has achieve great economic success which results from Deng’s theory of unbalanced development strategy. With the deepening of China’s open-up reform and modernization, the research on economic development strategy has greatly aroused the attention not only from academic circle but from the government as well. The study on Deng’s concept of economic unbalanced development strategy is of theoretical and practical significance in China’s 21 century-oriented economic construction. This thesis probes into this concept in a philosophical and theoretical perspective.According to materialist dialectics, all the things in the world are in the development and changing, Owing to the different conditions in the development, the development ofeverything is always unbalanced, which cycles from unbalance, then to comparative balance, finally reaching unbalance. In this process, balance exists comparatively where unbalance exists absolutely, thus composing the objective law of development. Including economic development, in terms of the general economic operation in a country, balanceand unbalance are internally related, because the balance of national economy development at certain is the result of the inter-action of all the unbalance and a series of measures taken to crack down the unbalance. As a great dialectics, Deng learned form the historical experience both from our country and foreign country on the basis of fully understanding dialectic of economic development, while faced with the problem of how to built socialist economy and how to realize the goal of modernization, he creatively applied Marxist theory of economic strategy of unbalance development.In compliance with the concept, during the practice of the reform and open-up and built economic. He gradually formed a full set of theoretical concept with rich meaning profound implications in which the crucial points are mainly as follows:First, in terms of the chronological order of applying his theory, he tried to reach the strategic goal step by step, therefore put forward the strategic goal of "3 step forward" and determined the manipulation of this policy. With the practice of this strategy, China has steadily realized the goal of first and second step and are progressing towards the "third step".Second, in terms of wealth accretion and distribution, he advocated the developing unbalanced concept from the partially rich to the commonly rich, which set off the up surge that the rich bring along the poor, while people’s wealth has increased drastically. Deng took strong measures to prevent the increasing disparity between the rich and the3poor, so as to arrive at the goal of the common richness.Third, in space, we adopt the way to develop the regional economic from the East to the Mid-west ladderly and coordinate all the unbalanced, thus we could accelerate all the regional economic quickly. What’s more, we also take a series of measures to lessen the difference between the East and the West so as to promote all the regional economic to common prosperity.Fourth, in the process of pushing ahead the economic as a integrity, we put forward the thinking of the staged-push development, which combines progress step by step with leap. The opportunity to develop was well timed, so we have made our economic development climb a few flights of stages. In order to promote our socialist economic to develop quickly, steadily and continuously, we always integrate speed and efficiency, that is , we put emphasis on not only speed but efficiency.The above formed a complete scientific theory system of economic development, which is Deng Xiaoping’s economic strategy on the unbalanced development. The theory is the outcome of integrating the economic truth of Marxism with the concrete realities of China.
