亚洲金融危机对山东省区域经济的影响及防范对策

【摘要】 亚洲金融危机的发生，迄今为止已两年有余。在此期间，整个东亚及东南亚地区的经济，经历了高速增长、迅速下降、徘徊低迷、逐步好转的历程。它不仅对这些地区的经济，对周边地区的经济发展也产生了强烈波及。在经济全球化的趋势下，国际投机基金规模不断扩大，金融风险机率也大幅度上升。因此，回过头来研究这次金融危机的成因与影响，汲取危机发生国在处理这场危机中所采取的策略，以及总结的经验教训，可以使处于深化改革过程中的中国经济免走冤路，同时也为入世后的中国经济实现良性发展提供良好的借鉴。本论文期望从一个新的角度研究这次金融危机对山东省区域经济的影响，为山东经济的良性发展提供参考。 山东省作为中国的一个经济大省，在这次金融危机中不可避免的也受到一定程度的影响。首先，山东省的对外贸易受到严重影响。文章通过翔实的数据分析了在近两年的金融危机中山东省外贸出口额的变动，出口市场发生了严重萎缩，大宗传统出口商品的出口受阻，价格大幅下降。并以威海市为个案分析了这次金融危机，尤其是韩国金融危机的具体影响。其次，文章分析了这次金融危机对山东省利用外资的影响。指出作为山东外资主要来源地区的东亚及东南亚地区的一些母公司相继破产，使山东省的外资利用陷入一个相对低迷的时期。第三，旅游业在这次危机中也受到冲击。主要表现在来鲁旅游人数波动较大，尤其是观光旅客人数下降幅度大。第四，危机发生后，山东省劳务输出的各项指标均出现不同程度的下降。第五，对外融资成本上升幅度较大。 文章在充分分析亚洲金融危机的成因，并与中国现状做了大量对比研究，论证了对山东省影响之后，提出切实可行的防范对策。第一，优化经济结构，培育新的经济增长点。尤其是调整产业结构和优化出口商品结构，通过扶持重点产业，提高产业的科技含量，增加高收益型商品的出口，增强商品的创汇能力。第二，实施市场多元化战略，大力开发潜在市场，减少对某一市场的过度依赖。第三，加快大型企业的发展步伐，使之成为经济发展的龙头，同时重视中小企业的发展，促进经济的全面繁荣。第四，加大农业投入，促进农业产业化进程。加快农产品加工业的发展，提高农产品加工产品的质量。第五，合理引进外资，做到地区结构、年限结构合理化，促进外向型经济的发展。第六，大力发展教育科技事业，真正使之成为一种产业，并带动相关产业的发展。第七，加强金融监管，提高防范金融风险的能力，创造经济发展的良好的外部环境。更多还原

【Abstract】 It is more than two years since the Asia financial crisis happened. During this time, the economy of east Asia and eastouth Asia experienced four steps: the higher speed increase, the rapid decrease, the pace up and down, the progressively improve. It influenced the economic progress in the area not only the east and east?south Asia but also the surroundings. Under the tendency of the economic integration, the international opportunist fund size grows up continually, the rate of financial crisis enlarges in large scale. The thesis analysis the cause and the influence of the financial crisis again, draw the useful lessons from it, provide the method of avoiding the mistake in the time of economic revolution. At the same time, financial crisis can bring the good experience for the beneficent economy development of China. The thesis expects to analysis the influence of the Asia financial crisis to the regional economy of Shandong from the new angle, provide some valuable suggestion for the benefit developing of the economy of Shandong. As a big economic province of China, Shandong has been influenced in this financial crisis. First, the foreign trade of Shandong was influenced deeply. The thesis analysis the export changes of the foreign trade with lots of datum, including the earning change of export, the market atrophy of export, and so on. The thesis also analysis the foreign trade of Weihai city draw a conclusion that the financial crisis especially of Korea harmed the economy of Shandong. Secondly, the thesis analysis the influence of using foreign capital in Shandong. Lots of companies of east and east south Asia provided large sums of money to Shandong. In the financial crisis some companies of these bankrupted continually, that made the using foreign capital of Shandong falling into a control down cast condition. Third, since 1998, the earning of tourism decreased. The number of tourists decreased too. Especially the decreased rate of the visitors is the biggest. Forth, this financial crisis also affected the service export of Shandong. After it happened, the true operating results, amount of contact, and so on, appeared decrease in different scale. Fifth, the crisis made the cost of drawing foreign capital increased, so we must expend more cost to drawing foreign funds. On the base of analysis the cause of the Asia financial crisis, contrast with the state of China, and proof the influence to the economy of Shandong, the thesis makes out the countermeasures that have practical value. First, optimize the economic contract, foster the new code of economic growth, especially change the industrial contract and optimize the contract of the export product. Through help the strategic industry, enhance the content of science and technology in product. Strengthen the export number of the high profit commedity to develop the capability of the foreign earnings. Secondly, carry out the strategy the market diversify, capture the Asia traditional market, strengthen the exploration of the America market, speed the development of the foreign trade. At the same time, care about the others new market, make trade diversify true. Third, set up the big industries group, especially the famous one. Raise the whole economic strength, pay attention to the development of the private enterprise economy, encourage founding factory of private capital, make them becoming the voluntary supplement to national更多还原
