【摘要】 学术期刊作为创新、记录、累积、传递和交流人类已有知识信息的载体及工具，自17世纪以来，一直受到知识界和学术界的重视；特别是90年代以来，随着计算机、数据库建设和网络通讯技术的迅速，及其在编辑出版、图书情报工作中的广泛应用，“网络期刊”这一新型文献应运而生。由于这一信息资源本身的诸多优点，所以，越来越受广大读者和用户的重视。本论文根据理论联系实际的原则，就目前网络期刊的基本概念、编辑出版的特点，国内外发展历史和现状（主要成就、基本经验和实例），出版发行过程中所遇到的知识产权、信息安全及其与数字图书馆之间的关系，今后发展趋势和前景等问题进行了论述。在此基础上，着重论述了网络期刊文献信息开发利用的模式和政策。最后就进一步发展我国网络期刊事业，充分发挥信息枢纽的社会功能，更好地开发和利用网络期刊信息资源等问题，发表了个人的看法和建议。更多还原

【Abstract】 In this dissertation the author studied the history and the development status of the online academic journals, pointed out that this new kind of media will play and important role in library and information center, and it will be a bridge to digital library implementation. The paper analyzes existing distance of online academic journal development between China and developed countries. In order to develop competitive on-line journals and to advance China抯 academic journal, the author mainly analyses the aspects: technology, strategy and the copyright management under the network environment.The analysis of the development and utilization of online academic journal are made in the dissertation. Based on the theory above, the analysis is used for making technology assessment and forecasting is used for studying the development and utilization of journal on the whole such as resource co-construction, development of journal databank and construction of network system etc. In the last part of the dissertation, present the bare facts of this change, a simple record of this period, the author puts out some recognize and advice for enhancing the development and management of online academic journal in China.更多还原
