【摘要】 国有企业改革的根本目标是在公有制基础上建立自由企业制度，这一目标要求改革必须触及国有企业的制度结构，建立既能够激励企业发展又能约束企业责任的责权利关系，最终使企业具有发展动力，拥有发展权力，承担发展责任，责权利三者有机结合，形成一种既有动力又有约束的企业经营和发展机制。中国传统国有企业的利益、权力和责任实际上都是外化的。本文从分析社会主义国有企业制度入手，在利益、权力和责任的关系中重点分析了社会主义国有企业责任制度。结合中国国情评价前阶段国有企业改革，其结论是在企业发展的动力机制上改革是相对成功的，而在责任约束机制上却是完全失败的，国有企业短期行为的实质就是约束不力导致的责任外化和软化。国有企业改革要实现在公有制基础上建立自由企业制度这个根本目标，必须“淡化产权、强化责任”，而建立新型的破产制度又是强化责任的关键。 本文分三个部分对中国国有企业责任制度进行了分析。第一部分从理论上分析了社会主义国有企业制度以及社会主义国有企业责任制度的基本内容；第二部分对现实中传统国有企业制度存在的问题及改革中国有企业责任的变化进行了考察和分析；第三部分则在前两部分分析的基础上提出了完善国有企业责任制度的基本构想。我选定《中国国有企业责任制度探析》这一社会主义经济改革的基础理论课题做为毕业论文题目，目的是首先弄清中国国有企业改革的关键。由于水平所限，文中一定有许多不当之处，敬请批评指正。更多还原

【Abstract】 The basic objective of state perated enterprise reformation is to form free enterprise system on the basis of public wnership. It demands that the reformation must get in touch with the state梠wnership enterprise economy system construction, form the sort of relationship which can not only improve the development of the enterprise, but also limit its responsibility, in the end , the enterprise may have the initiative and power to develop, undertake developing responsibility, these three parts combined organically to form an enterprise running and developing system with both initiative and limitation, while in fact the profit, power and responsibility of traditional Chinese enterprise are externalized. Begin with the analysis of socialist state wned enterprise system; this paper is emphasized on the responsibility system in the relationship of the three.. It evaluated the former tage of state wned enterprises reformation based on Chinese national conditions, and the result is that the enterprise developing reformation is comparatively a success in the initiative system, but is completely a failure in responsibility limitation, the crux of the short erm behavior of state wned enterprise is the softening and externalization of the responsibility caused by wrong limitation.. Forming modern enterprise system can only be the expected objective and direction of the reformation rather than the basic task.. In our opinion, a proper orientation for the thinking of state wnedenterprise reformation suitable for Chinese national conditions is the essential prerequisite for the success of the reformation. Now the basic task of the reformation must be avianizing property rights, enforcing responsibility, while bankruptcy system is the keypoint to enforce responsibility. This paper analyzed Chinese state wned enterprise economy responsibility system mainly in three parts: firstly, it analyzed the essence of socialist state wned enterprise system and its responsibility system; secondly, it studied and analyzed the factual problems existing in traditional state wned enterprise responsibility in the reformation; thirdly, it raised the basic conception to consummate state wned enterprise responsibility system on the basis of the analysis of the former two parts.
