【摘要】 在政策落实过程中，始终确保政策方向不偏、力度不减直至取得实效，是党和国家发挥政策引领作用的重要原则。受复杂政策体系和差异化地方情境影响，政策落实面临目标盲目或迟滞实现、不同政策交叠冲突、过程阻滞或方向偏离等偏差难题。党和国家为破解这一难题，通过推进督查机构专门化与督查资源集中化，将“督促检查”这一领导方法系统化、制度化，构建起兼具组织权威性、服务中心性、问题导向性等特征的督查体制。这一体制通过统筹调配机制、现场指导机制、跟进反馈机制，为政策制定主体跟进把控政策落实的进度与实效提供了制度抓手，实现了政策体系的系统性协调、政策落实的调适性稳定、政策过程的延续性深化，推动了政策落实偏差难题的有效解决。增强督查抓落实的针对性和实效性，需要以统筹督查资源为导向，不断完善督查体制。更多还原

【Abstract】 How can policies remain aligned with their original objectives and maintain sufficient intensity until tangible results are achieved?Ensuring effective policy implementation is a fundamental requirement for the Party and the state to exercise leadership through policymaking.However,due to the complexity of the policy system and the diversity of local contexts,policy implementation frequently encounters challenges such as vague objectives,delays in completion,overlapping or conflicting policies,procedural barriers,and directional deviations.To address these issues,the Party and the state have systematized and institutionalized the practice of inspection and supervision.By promoting the specialization of inspection bodies and the centralization of inspection resources,they have established an inspection and supervision system characterized by strong organizational authority,central priority,and a problem-oriented approach.Through mechanisms such as coordinated resource allocation,on-site guidance,and follow-up feedback,this system serves as an institutional mechanism enabling policymakers to monitor the progress and effectiveness of policy implementation.It facilitates systemic coordination within the policy framework,enhances adaptive stability during implementation,and ensures continuity and deepening of the policy process,thereby effectively correcting deviations in implementation.To further improve the precision and effectiveness of inspection and supervision in safeguarding policy outcomes,greater efforts should be made to integrate inspection resources and continuously refine the inspection and supervision system.更多还原
