【摘要】 推动数字技术赋能社区治理共同体建设，是基层治理体系和治理能力现代化的核心议题。本文基于技术嵌入与情动理论的互构视角，以上海市杨浦区长白新村街道社区数字化治理实践为例，探究数字技术驱动社区治理共同体建构的路径与机制。研究表明：数字技术可通过结构嵌入重构社区组织形态和明晰权责体系以重建信任；功能嵌入提供安全保障与生活服务的精准响应以激发情感认同；形式嵌入拓宽信息传递、协商对话与效能反馈的渠道以增进参与意愿；富有成效的技术支撑可促进以上三重情动氛围的整合，系统性地推动共同体从形式协同走向情感共生。研究强调数字技术赋能社区治理需超越纯工具理性，融入情感治理逻辑，以实现技术理性与情感共鸣的有机融合，旨在为构建兼具效率与温度的社区智慧治理提供理论参考和实践借鉴。更多还原

【Abstract】 Promoting digital technology to empower the building of a community governance community is a core issue in the modernization of the grassroots governance system and governance capacity. From the mutual-construction perspective of technological embeddedness and affect theory, this paper takes the digital governance practice of Changbai Xincun Subdistrict in Yangpu District, Shanghai as a case to explore the pathways and mechanisms through which digital technology drives the construction of a community governance community. The study finds that digital technology can rebuild trust via structural embeddedness by reshaping community organizational forms and clarifying the authority and responsibility system; it can stimulate emotional identification through functional embeddedness by delivering precise responses to security guarantees and livelihood services; it can enhance participation willingness through formal embeddedness by expanding channels for information transmission, deliberative dialogue and performance feedback. Effective technological support facilitates the integration of the above three affective atmospheres, systematically advancing the community from formal collaboration toward emotional symbiosis. The research stresses that digital empowerment in community governance should go beyond mere instrumental rationality and incorporate the logic of emotional governance, so as to achieve an organic integration of technological rationality and emotional resonance.
