【摘要】 政策整合是有效应对棘手问题，提升政策效能的关键。本研究旨在探讨政策整合推进的具体过程与内在机制。为此，本文基于“结构-行动”分析框架演绎出政策整合的模式，并聚焦“把健康融入所有政策”的典型实践，运用多案例方法探究政策整合的推进机制。研究发现，政策整合可划分为政社协同式、权威推动式、社会驱动式及象征式整合四种模式。进一步的案例分析提炼出议题捆绑、结构调适、非正式谈判和理念引导四种关键整合机制，并探讨归纳了不同整合模式中的机制组合与应用。更多还原

【Abstract】 Policy integration is key to effectively addressing wicked problems and enhancing policy effectiveness. This study aims to explore the specific processes and internal mechanisms of policy integration implementation. To this end,the paper derives models of policy integration based on the “StructureAction” analytical framework. Focusing on the typical practice of “Health in All Policies”(HiAP),it employs a multiple case study method to investigate the implementation mechanisms. The research finds that policy integration can be categorized into four models:government-society collaborative,authoritydriven,socially driven,and symbolic integration. Further case analysis identifies four key integration mechanisms:issue bundling,structural adaptation,informal negotiation,and ideational guidance. The study also explores and summarizes the combination and application of these mechanisms within the different integration models.更多还原
