【摘要】 目的：为了深入分析农村医养结合服务的筹资问题，并提出解决策略，推进农村医养结合服务的发展。方法：通过文献研究法及政府权威部门发布数据，分析农村医养结合服务的主要模式和筹资难点。结果：发现农村医养结合服务的筹资过度依赖政府财政补贴且财政压力大，社会资本在农村投资收益少导致投资意愿低，以及家庭对老年人的资金支持少和老年人支付能力弱等问题。结论：建议政府开源节流、提质增效；社会资本服务延伸、降低成本；强化家庭成员的孝道观念、土地收益向老年人倾斜；老年人应在全生命周期内合理安排收支、善用法律手段维护权益，从而实现农村医养结合服务的筹资。更多还原

【Abstract】 Objective To examine the financing challenges associated with integrated elderly care and medical services in rural China and propose strategic solutions for their sustainable development. Methods A combination of literature review and analysis of data released by authoritative government departments was employed to identify the prevalent service models and key financing difficulties. Results The result revealed several critical issues, such as over-reliance on government fiscal subsidies, which imposes significant financial pressure, low investment willingness from social capital due to limited returns in rural settings, insufficient financial support from families, and weak payment capacity among the elderly themselves. Conclusion It is suggested for the government to explore diverse funding sources, improve fiscal efficiency, and enhance service quality, for social capital to be encouraged to extend services and optimize cost structures, for family members to reinforce family support mechanisms, including the concept of filial piety and land-use benefits towards the elderly. Additionally, older adults should adopt lifecycle financial planning and utilize legal means to safeguard their interests.更多还原
