【摘要】 推动非学历资历与学历资历的融通互认，是我国构建中国特色终身学习制度体系、支撑教育强国建设的核心议题。对英联邦等国资历框架模式与美国和韩国学分银行模式进行比较分析，剖析其存在的局限性基础上，深入探究联合国教科文组织发布的《承认高等教育相关资历全球公约》及其《操作指南》在理念、制度及实施层面所实现的系统性创新，归纳出联合国教科文组织全球公约下非学历资历与学历资历融通认证的四类实施路径。其对我国推动非学历资历与学历资历融通互认具有以下启示：确立“以学习成效为本”的融通理念；构建标准清晰、程序公正、质量可信的融通机制；建设数据驱动、协同高效、技术赋能的支撑体系；主动融入全球资历互认网络，以推动具有中国特色且国际兼容的终身学习制度建设。更多还原

【Abstract】 Promoting the integration and mutual recognition of non-academic and academic qualifications is a core issue for our country in building a lifelong learning system with Chinese characteristics and supporting the construction of a powerful country in education. By comparing and analyzing the qualification framework models of British Commonwealth countries, and the credit bank model of the United States and South Korea, and based on their limitations, we deeply explore the systematic innovations achieved in the concept, system and implementation levels of the "Global Convention on Higher Education" and its "Operational Guidelines" issued by UNESCO. We then summarize four implementation paths for the integration and certification of non-academic qualifications and academic qualifications under the UNESCO global convention. It provides the following implications for our country in promoting the integration and mutual recognition of non-academic qualifications and academic qualifications, establishing the integrated concept of "based on learning outcomes", establishing an integration mechanism with clear standards, fair procedures and reliable quality, establishing a supporting system with data-driven, collaborative and efficient,and technology-empowerment, actively integrating into the global qualification recognition network to promote the establishment of a lifelong learning system with Chinese characteristics and international compatibility.更多还原
