【摘要】 县级公立医院发展直接决定了基层医疗卫生体系能力的提升和医共体发展的整体效能。在构建紧密型县域医共体的战略格局中，县级公立医院的发展本质上是将县域内的医疗机构从“松散联合”转化为“紧密协作”，直接为家门口的百姓提供优质的医疗服务。在县级公立医院面临财政压力、人才流失、设备落后、患者虹吸等多重因素叠加影响下，如何实现公立医院的发展突破，已是县域医共体能否可持续和高质量发展的关键环节。文章从临床专科建设、医联体建设、医院运营管理、医院智能化建设方面阐述了县级公立医院发展突破的关键点，着力引荐了县级公立医院在做好“十五五”规划编制时要关注的几个问题，欲为县级公立医院找到“十五五”规划发展核心任务的新坐标。更多还原

【Abstract】 The development of county-level public hospitals directly determines the enhancement of primary healthcare system capabilities and the overall efficiency of medical consortium development. In the strategic framework of building a tightly-knit county-level medical consortium,the development of county-level public hospitals essentially transforms medical institutions within the county from “loose collaboration” to “close cooperation”,directly providing high-quality medical services to local residents. Under the combined impact of multiple factors such as financial pressure,talent loss,outdated equipment,and patient attrition,achieving breakthroughs in the development of public hospitals has become a critical link for the sustainable and high-quality development of county-level medical consortia. This article elaborated on the key points for breakthroughs in the development of countylevel public hospitals from the perspectives of clinical specialty construction,medical consortium development,hospital operation and management,and hospital internalization. Finally,the article highlights several issues that county-level public hospitals should focus on when formulating the “15 th Five-Year Plan”,aiming to establish new coordinates for the core content of the “15 th Five-Year Plan” development for county-level public hospitals.更多还原
