《城市生态基础设施体系评价标准》编制研究
Research on the Development of Evaluation Standards for Urban Ecological Infrastructure Systems
【摘要】 在梳理城市生态基础设施的理论演进与实践发展的基础上,明确提出符合当前发展阶段的城市生态基础设施体系概念内涵。基于城市生态基础设施体系的特征,构建“3个目标层-10个准测层-42项指标”的城市生态基础设施评价体系,明确各层级指标设置和量化标准,形成《城市生态基础设施体系评价标准》(以下简称《标准》),将城市生态基础设施体系量化分级为“运行良好”“基本完善”“初步形成”3级。《标准》作为国内首部系统性评价该体系的团体标准,通过“以评促建”机制,落实城市更新行动中构建连续完整的生态基础设施体系的任务要求,提供规范化指引和长效支撑。
【Abstract】 Based on sorting out the theoretical evolution and practical development of urban ecological infrastructure, this study clearly puts forward the conceptual connotation of the urban ecological infrastructure system that conforms to the current development stage. In light of the characteristics of the urban ecological infrastructure system, an urban ecological infrastructure evaluation system with "3 target levels-10 criterion levels-42 indicators" is constructed. The indicator settings and quantification standards at each level are clearly defined, and the Evaluation Standard for Urban Ecological Infrastructure System is formulated, which classifies the urban ecological infrastructure system into three quantitative grades: "Well-operated", "Basically Improved" and "Initially Formed". As China’s first group standard for the systematic evaluation of this system, the Standard fulfills the task requirement of building a continuous and complete ecological infrastructure system in urban renewal initiatives through the "evaluation-driven construction" mechanism, and provides standardized guidance and long-term support.
