“产学研用政”深度融合的创新联合体构建路径——医疗器械行业的实践与微观洞察
The Path of Constructing an Innovative Consortium for the Deep Integration of Industry, Academia, Research, Application and Government——Practice and Micro Insights in the Medical Device Industry
【摘要】 作为协同创新的新型组织形式,创新联合体已成为培育新质生产力与推动产业升级的重要载体。医疗器械行业创新联合体建设不仅是突破关键核心技术瓶颈、提升自主创新能力的战略路径,也是应对医疗体制深化改革的系统性解决方案。本文基于共同创新理论、创新过程理论和角色理论,构建了一个兼具理论深度与实践可操作性的创新联合体分析框架。采用探索性单案例研究方法,以河南省高性能医疗器械创新联合体为研究对象,从微观视角解析其构建路径与运行机制。研究揭示了创新联合体运行过程中的25项关键活动、多元主体在不同创新阶段扮演的11种角色及其动态演变规律,以及支撑联合创新的3种协作模式。研究结果丰富了创新联合体的微观研究基础,为构建“产学研用政”深度融合的医疗器械创新联合体提供理论参考与实践启示。
【Abstract】 Innovation consortia, as an emerging organizational form for collaborative innovation, have become a vital vehicle for fostering new quality productive forces and driving industrial upgrading.In the medical device sector, the establishment of innovation consortia serves not only as a strategic pathway to overcome critical technological bottlenecks and enhance indigenous innovation capacity, but also as a systemic response to the demands of deepening the reform of healthcare system.Drawing on co-innovation theory, innovation process theory, and role theory, this study develops an analytical framework for innovation consortia that combines theoretical rigor with practical applicability.Using an exploratory single-case study of the Henan High-Performance Medical Device Innovation Consortium, the research examines its formation pathways and operational mechanisms from a micro perspective.The findings identify 25 key activities in consortium operations, 11 distinct roles assumed by heterogeneous actors across different innovation stages and their dynamic evolution, as well as three critical collaboration models underpinning joint innovation.This study enriches the micro-foundations of innovation consortium research and offers practical implications for building deeply integrated medical device innovation consortia that connect industry, academia, research, application, and government.
