低空经济衍生公共安全风险的诱因与情景研究——基于扎根理论与等级全息建模方法
Research on the Triggers and Scenarios of Public Safety Risks Derived from Low-Altitude Economy——Based on Grounded Theory and Hierarchical Holographic Modeling Method
【摘要】 全面识别低空经济衍生公共安全风险的诱因和情景,对风险加以分类和精准治理,是保障低空经济安全健康发展的必然前提。综合运用扎根理论和等级全息建模方法(HHM),对57份低空经济领域公共安全事故调查报告和新闻报道等文本进行分析,通过3次迭代和修正后共识别低空飞行技术体系、低空飞行行为主体、低空飞行物理情境、低空经济治理机制、低空经济产业链条和低空经济服务网络等6个维度的风险诱因47个。进而通过层次分析法和帕累托分析法识别地面辅助、操作技能、公众避险和制造标准4个极高风险诱因,及“操作技能—公众避险”二维极高风险情景与“操作技能—公众避险—制造标准”三维极高风险情景。从操作技能端的主体减险、公众避险端的末端消险、制造标准端的源头控险三方面提出风险闭环治理策略。
【Abstract】 Comprehensive identification, classification and targeted governance of the inducing factors and scenarios of public safety risks derived from low-altitude economy are the prerequisite for its safe and healthy development. By comprehensively applying Grounded Theory and Hierarchical Holographic Modeling, we analyze 57 texts including public safety accident reports and news in low-altitude economy. Through 3 iterations and revisions, 47 risk inducing factors are identified across 6 dimensions: low-altitude flight technology system, operational carriers, physical scenarios, governance mechanisms, industrial chains and service networks. Via Analytic Hierarchy Process and Pareto Analysis, 4 extremely high-risk factors(ground support, operational skills, public risk aversion, manufacturing standards) are screened out, along with two-dimensional(operational skills-public risk aversion) and three-dimensional(operational skills-public risk aversion-manufacturing standards) extremely high-risk scenarios. A closed-loop risk prevention strategy is proposed from three aspects: risk reduction by operators via proficiency improvement, risk elimination at the end via public risk aversion, and risk control at the source via manufacturing standards.
