【摘要】 论文外流现象削弱了我国科技期刊的影响力和话语权。科技期刊是我国实现世界科技强国目标的重要支撑，英文科技期刊更是提升我国国际影响力重要载体，合理布局英文科技期刊对完善国家科技期刊体系建设具有重要的实践价值。以WoS学科分类为基础，分析国家战略需求、论文外流现状、科技论文产出规模、高质量论文分布情况、我国现有英文期刊分布及论文增长趋势，研究我国英文科技期刊的现有布局和发展趋势，为我国英文科技期刊未来的布局提出建议。研究发现，我国现有各学科的英文科技期刊不仅数量稀缺，更存在显著的结构性失衡，难以满足高质量学术成果被承载与传播的迫切需求，更难以支撑我国科技强国建设。基于此，提出我国英文科技期刊布局，应以国家战略需求为核心，实施梯度发展战略，在“分类推进”原则下，按照“优势学科规模化与影响力双重发展”“一般学科以夯实基础为主，择优创办新刊”“弱势学科以整合资源为重点，培育和积累学科基础”3个策略，逐步推动和加强我国英文科技期刊建设。更多还原

【Abstract】 The outflow of research papers has weakened the influence and discourse power of China’s scientific journals. As crucial supports for China’s goal of becoming a world leader in science and technology, Englishlanguage scientific journals serve as vital carriers for enhancing international influence. Rational layout of English scientific journals holds significant practical value for improving the national scientific journal system. Based on WoS subject categories, this paper analyzes national strategic needs, current status of paper outflow, scale of scientific paper output, distribution of high-quality research, existing English journal distribution in China, and paper growth trends to investigate the current layout and development trajectory of China’s English scientific journals, proposing recommendations for future planning. The study finds that China’s existing English scientific journals across disciplines not only suffer from quantitative scarcity but also exhibit significant structural imbalances, failing to meet the urgent demand for disseminating high-quality academic achievements and inadequately supporting China’s technological power construction. This paper proposes that China’s English scientific journal layout should prioritize national strategic needs through implementing a graded development strategy. Under the principle of ??categorized promotion, ?? three strategies are recommended: 1) achieving both scale expansion and influence enhancement in dominant disciplines; 2) consolidating foundational development and selectively launching new journals in general disciplines; and 3) focusing on resource integration to cultivate disciplinary foundations in weaker fields.
