【摘要】 目的 构建以工作量核算为核心、体现“多劳多得”导向的绩效管理体系，助力医院精细化管理，并评估其对医院运营效率的影响。方法 整合医院信息(HIS)、实验信息(LIS)、协同办公(OA)、电子病历系统(EMRS)等多源数据，构建基于“RBRVS+DRG”的绩效核算平台，实现工作量与病种难度相结合的绩效分配机制。使用DEA-Malmquist指数分析本院2020—2024年新绩效管理方案实施期间36个内、外科科室运营数据。结果 大部分科室运营效率有所提高，整体效率为1.019，但部分科室仍存在医疗资源分配不均导致产出比不高问题。结论 建立以“RBRVS+DRG”核算为基础的绩效管理方案有助于医院绩效评价体系优化及提高科室运营效率，针对运营效率不高的科室应合理分配其医疗资源，后续方案也应丰富评价指标更加精确评价科室运营效率，助力医院高质量发展。更多还原

【Abstract】 Objective To construct a performance management system centered on workload accounting and oriented towards “more pay for more work”,thereby assisting in refined hospital management and evaluating its impact on hospital operational efficiency. Methods By integrating multi-source data from the Hospital Information System( HIS),Laboratory Information System( LIS),Office Automation( OA),and Electronic Medical Record System( EMRS),a performance accounting platform based on “RBRVS + DRG” was constructed. This platform realizes a performance distribution mechanism that combines workload with disease difficulty. The DEA-Malmquist index was used to analyze the operational data of 36 internal and surgical departments during the implementation of the new performance management scheme from 2020 to 2024. Results The operational efficiency of most departments has improved,with an overall efficiency score of 1. 019. However,some departments still face issues of low output ratios due to the uneven allocation of medical resources. Conclusion Establishing a performance management scheme based on “RBRVS + DRG” accounting helps optimize the hospital performance evaluation system and improve departmental operational efficiency. For departments with low operational efficiency,medical resources should be allocated reasonably.Future schemes should also enrich evaluation indicators to more accurately assess departmental operational efficiency,thereby assisting in the high-quality development of the hospital.更多还原
