【摘要】 新型城镇化是实现生产方式现代化、生活方式现代化、精神文明现代化、社会治理现代化和生存空间生态化的高质量城镇化。新型城镇化以“人城产”融合为基本特征，在空间上联结城乡、生产上联结工农，以城带乡、以工补农，是推动城乡融合的重要着力点。其理论逻辑体现在五个方面：新型城镇化是推动城乡经济融合的强劲引擎，推动城乡社会融合的纽带桥梁，推动城乡文化融合的催化力量，推动城乡生态融合的绿色动能，推动城乡治理融合的驱动力源。因此，以新型城镇化推动城乡融合的实践路径主要体现在：通过深化户籍制度改革，完善公共服务、就业支持及土地权益保障制度体系，促进人口有序市民化；优化城镇空间规划，强化城镇乡规划与建设协同，促进大中小城市和小城镇协调发展；加快产业转移与县域经济发展，构建城乡产业发展共同体；推动数字技术研发与应用，强化数字经济赋能城乡融合；巩固农村基本经营制度，完善强农惠农政策及公共服务体系，健全城乡融合重要体制机制。更多还原

【Abstract】 New urbanization is a high-quality urbanization process that achieves the modernization of production modes, lifestyles, spiritual civilization, social governance, and the ecological sustainability of living spaces. Characterized by the fundamental feature of integration of people, cities and industries new urbanization spatially connects urban and rural areas and links industry and agriculture in production. It drives rural development through urban centers and supports agriculture through industry, serving as a crucial focal point for promoting urban-rural integration. Its theoretical logic is manifested in five key aspects: new-type urbanization is a strong driving force for urban-rural economic integration, a bridge and bond for urban-rural social integration, a catalyst for urban-rural cultural integration, green momentum for urban-rural ecological integration, and a driving source for urban-rural governance integration. Consequently, the practical pathways for advancing urban-rural integration through new urbanization primarily include: deepening the reform of the household registration system and improving institutional frameworks for public services, employment support, and land rights protection to promote the orderly citizenization of the rural population; optimizing urban spatial planning and strengthening transportation network support to achieve coordinated planning and construction across cities, towns, and villages, fostering the coordinated development of large, medium, and small cities as well as small towns; accelerating industrial transfer and the development of county-level economies to build urban-rural industrial development communities; promoting the research, development, and application of digital technologies to accelerate the integration of the urban-rural digital economy; and consolidating the basic rural management system, refining policies for strengthening agriculture and benefiting farmers, improving public service systems, and establishing robust institutional mechanisms vital for urban-rural integration.更多还原
