【摘要】 为消除传统分散型监管模式导致的跨区域市场监管壁垒，解决执法标准冲突和执法尺度不一等问题，推动区域经济一体化发展与提升跨区域市场监管治理效能，利用行政法学理分析和实证分析，通过对现行制度的梳理和比较研究，系统探讨跨区域市场监管协同执法的建构路径。研究认为，当前跨区域市场监管协同执法存在法律依据不统一、主体权责不清、程序规范缺失以及执法监督不到位等问题。研究表明，应借鉴国内外相关立法及实践经验，通过完善跨区域市场监管协同执法的法律依据、设立专门的跨区域市场监管协同执法协调机构、建立健全跨区域市场监管协同执法权责清单与程序规范、构建对跨区域市场监管协同执法的双重监督体系等措施，以优化跨区域市场监管协同执法的法律制度框架。更多还原

【Abstract】 To eliminate cross-regional market regulation barriers caused by the traditional fragmented regulatory model, address issues such as conflicts in law enforcement standards and inconsistencies in enforcement intensity, and promote regional economic integration while enhancing the governance effectiveness of cross-regional market regulation, this paper employs administrative law theory and empirical analysis, and explores the construction pathways for collaborative law enforcement in cross-regional market regulation through a systematic review of existing institutional arrangements and comparative analysis. The study finds that the current practice of collaborative law enforcement in cross-regional market regulation faces several challenges, including inconsistent legal bases, unclear allocation of powers and responsibilities among enforcement authorities, the absence of procedural norms, and inadequate enforcement supervision. The study indicates that relevant domestic and international legislative and practical experiences should be drawn upon. Measures should include improving the legal basis for collaborative law enforcement in cross-regional market regulation, establishing specialized coordination bodies for such enforcement, developing comprehensive lists of powers and responsibilities along with procedural norms, and constructing a dual supervision system for collaborative law enforcement in cross-regional market regulation. These measures would help optimize the legal institutional framework for collaborative law enforcement in cross-regional market regulation.更多还原
