【摘要】 “投资于人”是贯彻落实以人民为中心的发展思想、促进经济发展方式深度转型和社会整体进步、塑造政府主导的多元协同参与格局的重要途径。“投资于人”有助于优化体育产品和服务供给，激活提振体育消费并拉动体育现实增长；有助于促进体育领域人力资本积累，提升体育生产力水平和体育发展能力；有助于促进体育发展动力转换，提升新动力驱动下的体育增长质量和效率；有助于物质和精神生活现代性构建，塑造体育发展环境，涵养体育发展生态。然而，体育领域的“投资”思维理念亟待根本性转变，“投资”方式有待全面创新，“投资”壁垒和障碍应当系统性破除，科技赋能体育“投资”的能力需要全面激发。发挥“投资于人”促进体育高质量发展，需要优化体育领域“投资”的战略性顶层设计、创新体育领域“投资”的管理体制运行机制、转变体育领域“投资”的理念与策略、建立需求导向的更高水平体育公共服务体系、以新兴科学技术引领体育“投资”创新。更多还原

【Abstract】 “Investing in people” is a key strategy for implementing people-centered development philosophy, advancing profound transformation of the economic growth model and overall social progress, shaping government-led, multi-stakeholder collaborative framework.Such investment helps optimize the supply of sports products, stimulate sports consumption, and drive tangible growth in the sports sector.It facilitates the accumulation of human capital in sports, raising productivity and developmental capacity; it accelerates the shift in drivers of sports development, enhancing the quality and efficiency of growth powered by new momentum; and it fosters the modernization of both material and spiritual life, cultivating an environment and ecosystem conducive to sports development.Nevertheless, mindset of “investment” in sports needs fundamental innovation, investment priorities and methods require comprehensive renewal, systemic barriers to such investment must be dismantled, and the enabling role of technology needs to be fully unleashed.To leverage “investing in people” for high-quality sports development, it is essential to refine the strategic top-level design for sports-sector investment, innovate the management systems and operational mechanisms governing such investment, transform input concepts and strategies, establish a demand-oriented, higher-level public sports service system, and let emerging science and technology lead investment innovation in sports.更多还原
