【摘要】 当前，地缘政治冲突频发、国际物流通道受阻、贸易合规壁垒趋严，我国出口跨境电商供应链面临日益严峻的断裂风险。传统以效率优先的供应链模式已难以应对系统性冲击，亟需构建具备前瞻预警、快速响应与协同恢复能力的韧性体系。文章提出了“物理层—信息层—制度层”三位一体的韧性提升策略：在物理层面，应构建多层次、广覆盖的海外仓网络，通过布局备用保险库存、强化仓间协同调度，提升供应链在物流受阻时的抗冲击能力；在信息层面，可依托区块链技术搭建全链路可追溯、智能合约自动响应的数据治理机制，凭借数据互通共享、风险智能预警，增强供应链在信息不对称场景下的动态适配能力；在制度层面，需推动企业、政府与行业组织协同联动，通过建立风险预警平台、统一数据标准、组建供应链联盟，夯实供应链在复杂贸易环境下的长效治理基础。更多还原

【Abstract】 Currently, with frequent geopolitical conflicts, disruptions to international logistics corridors,and increasingly stringent trade compliance barriers, China’s export cross-border e-commerce supply chains are facing increasingly severe disruption risks. The traditional efficiency-first supply chain model is no longer sufficient to cope with systemic shocks, making it urgent to build a resilient system with forward-looking warning, rapid response, and collaborative recovery capabilities. This paper proposes a "three-in-one" resilience enhancement strategy comprising "physical layer-information layer-institutional layer" : At the physical layer, it advocates the development of a multi-level, wide-coverage overseas warehouse network, supported by backup safety stocks and strengthened inter-warehouse collaborative scheduling, to enhance supply chain shock resistance under logistics disruptions; at the information layer, a data governance mechanism with full-link traceability and automatic smart contract response can be built based on blockchain technology, to enhance the supply chain’s dynamic adaptation capability in information asymmetry scenarios through data interconnection,sharing, and intelligent risk warning; at the institutional layer, it is necessary to promote coordinated collaboration among enterprises, government agencies, and industry organizations by establishing risk early warning platforms, unifying data standards, and forming supply chain alliances, so as to consolidate the long-term governance foundation of supply chains in complex trade environments.更多还原
