【摘要】 残疾人体育公共服务高质量发展是加大保障和改善残疾人民生事业的重要内容。为实现残疾人体育公共服务高质量发展，研究通过文献资料调研、实地调研、逻辑分析等方法，从中国式现代化与高质量发展、平均化与均等化、基本公共服务与残疾人体育公共服务3对关系入手，厘清残疾人体育公共服务高质量发展的逻辑起点。进一步分析发现，我国残疾人体育公共服务虽已在“十二五”至“十四五”期间实现整体发展，但依然存在服务标准模糊、资源整合不足、基础保障匮乏等现实问题。为此，“十五五”时期残疾人体育公共服务应通过推进标准化、优化资源配置与整合、健全基础保障3个方面促进服务质量、效率、活力的提升，以期实现残疾人体育公共服务的高质量发展。更多还原

【Abstract】 The high-quality development of public sports services for persons with disabilities is crucial for enhancing life quality and support systems for this demographic. Using methods including literature review, field research, and logical analysis, this study establishes a conceptual framework for this development. The analysis focuses on three key relationships: between Chinese-style modernization and high-quality development, between equality and equity, and between general public sports services and those tailored for persons with disabilities. Clarifying these relationships is instrumental in fostering the systematic advancement of inclusive sports services. The findings indicate that although China has made overall progress in public sports services for persons with disabilities from the 12th to the 14th Five-Year Plan periods, challenges remain—such as ambiguous service standards, inadequate resource integration, and insufficient foundational support. Therefore, during the 15th Five-Year Plan period, the strategic focus should be on standardizing operations, optimizing resource allocation and integration, and strengthening foundational safeguards. This will improve service quality, efficiency, and vitality, ultimately fostering high-quality development in the sector.更多还原
