【摘要】 为推动数字经济加快发展,近年来福建省和台湾地区均出台了一系列重要的政策措施。基于文本量化分析方法对2016—2024年闽台两地的数字经济政策进行比较研究,结果表明:闽台数字经济政策都围绕着“智能化技术应用”这一核心主题展开,但台湾地区数字经济政策更加侧重于产业国际化与资讯安全,而福建省则更加关注农业数字化与“数实融合”;闽台两地的施策均以人工智能为重点推进智能化技术创新,但福建省计划完善政府信息化水平以加强“数字政府”能力,台湾地区则是通过吸引国际人才的方式提升自身在数字经济领域的全球竞争力;闽台数字经济政策都具有较好的科学性、可行性和规范性,但福建省数字经济政策的综合评价结果不及台湾地区,在预算安排、人才支持、数字经济对外合作等方面有待进一步完善。本研究可以为促进闽台数字经济规则衔接、挖掘闽台数字产业合作新机遇提供重要参考。更多还原

【Abstract】 In recent years, Fujian and Taiwan region have introduced a series of important policies to accelerate the development of the digital economy. Using a quantitative text analysis approach, this paper conducts a comparative analysis of digital economy policies in Fujian and Taiwan region from 2016 to 2024. The results show that: First, digital economy policies in both Fujian and Taiwan region are centered on the core theme of intelligent technology application. The key difference is that Taiwan region’s policies place greater emphasis on industrial internationalization and information security, while Fujian’s policies focus more on agricultural digitalization and the integration of the digital and real economies. Second, both Fujian and Taiwan region prioritize artificial intelligence in advancing intelligent technology innovation. The difference is that Fujian plans to enhance government informatization in order to strengthen “digital government” capabilities,whereas Taiwan region seeks to improve its global competitiveness in the digital economy by attracting international talent. Finally, digital economy policies in both regions demonstrate relatively strong scientific rigor, feasibility, and standardization. In comparative terms, Fujian’s overall policy evaluation results lag behind those of Taiwan region, with room for improvement in areas such as budget allocation, talent support, and international cooperation in the digital economy. This study provides an important reference for promoting regulatory alignment in the digital economy between Fujian and Taiwan region, identifying new opportunities for cross-Strait digital industry cooperation,and advancing the development of a demonstration zone for integrated cross-Strait development.更多还原
