【摘要】 数据知识产权登记是数据知识产权保护的前提和基础，对数据知识产权登记政策进行评价研究，有助于优化数据知识产权登记政策，完善数据知识产权政策体系，推动数据知识产权制度和保护规则的建设。文章运用文本分析法与PMC指数模型，构建数据知识产权登记政策评价指标体系，其中包含9个一级变量和28个二级变量。对17个试点地区的数据知识产权登记政策进行实证分析，计算PMC指数，绘制PMC曲面图。分析结果显示，17个试点地区所发布的数据知识产权登记政策，9项为优秀，5项为良好，3项为可接受，整体设计较为合理，但在平台管理、政策内容、监督管理与证书使用方面有待提高。更多还原

【Abstract】 Data intellectual property registration serves as the premise and foundation for the protection of data intellectual property rights. Evaluating these registration policies can help optimize policy design, improve the data intellectual property policy system, and promote the establishment of data intellectual property frameworks and protection rules. This paper applies text analysis and the PMC index model to construct an evaluation indicator system for data intellectual property registration policies, comprising nine first-level variables and 28 second-level variables. An empirical analysis is conducted on the policies of 17 pilot regions, calculating PMC indices and generating PMC surface charts. The results show that among the 17 pilot region policies, 9 are rated excellent, 5 good, and 3 acceptable. Overall, the policy design is relatively reasonable, though improvements are needed in platform management, policy content, supervision and administration, and certificate usage.更多还原
