数智赋能铁路建设项目安全穿透式管理模式研究

【摘要】 针对当前铁路建设安全管理政策落实执行存在“上热中温下冷”以及管理层与作业层脱节等突出问题,在总结铁路建设安全穿透式管理探索实践基础上,对安全穿透式管理模式进行概念解析,提出“1+3+N”的安全穿透式管理模式总体架构。设计基于数智赋能的安全穿透式管理体系架构与运行机制,并在雄忻高铁雄安地下段工程开展示范应用及成效总结。研究结果表明,基于数智赋能的安全穿透式管理模式,作为一种安全管理新范式,是对传统安全层级式管理模式的有效补充和强化,两者共同构成安全管理闭环并形成合力,可系统性破解当前铁路建设安全管理存在的突出问题,从而打通安全生产“最后一公里”管理难题。研究成果可为新时期铁路建设安全治理能力现代化提供理论支持与实践参考。

【Abstract】 To address prominent problems in the implementation of railway construction safety management policies, such as the hierarchical transmission failure characterized by “vigorous at the top, perfunctory in the middle and slack at the bottom” and the separation between management and front-line operation level, this paper draws upon existing exploration and practice of penetrating safety management in railway construction. It first provides a conceptual analysis of the penetrating safety management model and then proposes a comprehensive framework based on a “1+3+N” structure. A digitally empowered, penetrating safety management system architecture and operational mechanism were designed, followed by pilot implementation and evaluation of its effectiveness in the Xiongan Underground Section of the Xiongan-Xinzhou HSR. The research findings indicate that the digitally empowered penetrating safety management model, as a new paradigm in safety management, effectively supplements and reinforces the traditional hierarchical approach. Together, they form a closed-loop safety management system and create synergistic effects, systematically addressing the pressing issues currently existing in railway construction safety management and thereby bridging the “last mile” gap in work safety management. The research findings can provide theoretical support and practical reference for modernizing safety governance capabilities in railway construction in the new era.
