【摘要】 教育对于经济和社会的发展起到至关重要的作用，而教育的测度则是一直以来的难点。本文从国际教育标准分类法、教育发展指标、教育产出的核算与国际比较、经济合作与发展组织国际学生评估项目、人力资本测度及账户编制5个方面对国际上教育统计研究与实践的最新进展进行系统梳理。研究发现，联合国、欧盟等国际组织对于教育统计理论研究与实践的发展起到关键性的推动作用，虽然教育统计研究逐渐趋于体系化、规范化和国际化，但是仍存在多方面的挑战。对于我国而言，在设置教育分类和指标时应突出专业技能的重要性和终身学习特征，在进行教育产出核算时应加强对教育质量差异的识别，并在人力资本总量分析的基础上突出结构和效率分析。此外，应该重视人力资本卫星账户的研究，借鉴国际组织的研究成果，不断完善我国的人力资本研究体系。更多还原

【Abstract】 Education plays an important role in the development of economy and society, but the measurement of education has always been a difficult issue. This paper systematically reviews the new development of international research and practice on education statistics from five aspects: international standard classification of education, education development indicators, educational output accounting and international comparison, PISA conducted by OECD, human capital measurement and satellite accounts. It is found that international organizations such as the United Nations and the European Union have played a crucial role in promoting the development of theoretical research and practice in education statistics. Although the education statistics is gradually becoming systematic, standardized, and international in its continuous development, there are still challenges in various aspects. For China, the importance of professional skills and lifelong learning characteristics should be highlighted when classifying and setting indicators for education. Research on identifying differences in education quality should be strengthened when calculating educational output, and structural and efficiency analysis should be emphasized on the basis of analyzing the total amount of human capital. In addition, we should focus on the research of human capital satellite accounts, draw on the research achievements of international organizations, and continuously improve the human capital research system in China.更多还原
