【摘要】 随着人工智能与大数据等关键技术的深度融合，人类社会正加速迈入数智时代。数智技术对国家治理的影响，已不再停留于工具层面的改良，而是深度介入治理实践的生成过程。国家治理在问题呈现方式、行动组织形态与运作结构上不断重组，推动国家治理的实践形态与运行逻辑发生系统性变化。基于这一时代背景，本组笔谈以“数智时代国家治理的实践形态与运行逻辑”为主题，试图通过多领域的集中讨论，呈现数智技术进入国家治理之后的现实展开方式，并由此把握其内在运行逻辑。这一议题的提出，也与天津师范大学近年来持续推进高水平智库建设、强化服务国家治理能力现代化的实践方向密切相关。同时，围绕“双一流”学科建设目标，学校在推动学科体系与国家重大战略需求深度对接方面不断探索，数智治理问题正成为相关学科交叉融合与创新发展的重要增长点。为此，相关研究选取智能政务、营商环境治理、应急管理、网络舆情治理、养老服务政策与乡村治理等领域展开分析。从研究取向上看，这些文章或立足政策与制度演进，或围绕具体治理实践展开分析，亦有研究对相关领域的研究进展加以梳理，呈现数智技术介入国家治理过程中的不同面向。通过对多重实践形态的集中考察，笔谈力图勾勒数智时代国家治理转型的整体轮廓，为理解当代国家治理运行方式的变化提供更具现实性的观察视角。更多还原

【Abstract】 With the deep integration of key technologies such as artificial intelligence and big data, human society is accelerating its entry into the digital and intelligent age. The impact of digital and intelligent technologies on national governance is no longer confined to tool-level improvements but has become deeply embedded in the very process of generating governance practices. National governance is undergoing continuous restructuring in how problems manifest, how actions are organised, and how operational structures function, driving systemic changes in the practical forms and operational logic of state governance. Against this backdrop, this series of essays, themed “Practical Forms and Operational Logic of National Governance in the Digital and Intelligent Age”, seeks to present the actual unfolding of digital and intelligent technologies within national governance through concentrated multidisciplinary discussion, thereby grasping their intrinsic operational logic. The introduction of this topic is also closely related to Tianjin Normal University’s recent efforts to continuously advance the construction of high-level think tanks and strengthen its practical direction of serving the modernization of national governance capacity. At the same time, focusing on the goal of building “double first-class” disciplines, the university has been exploring ways to deeply align its disciplinary system with major national strategic needs. Digital intelligence governance is becoming an important growth point for interdisciplinary integration and innovative development in related disciplines. To this end, the research examines areas including intelligent government services, business environment governance, emergency management, online public opinion governance, elderly care service policies, and rural governance. In terms of research orientation, these articles either ground their analysis in policy and institutional evolution, focus on specific governance practices, or synthesise research progress in relevant fields, thereby revealing diverse dimensions of digital and intelligent technologies’ intervention in national governance. Through concentrated examination of multiple practical manifestations, this symposium endeavours to outline the overall contours of state governance transformation in the digital and intelligent era, offering a more pragmatic observational perspective for understanding contemporary shifts in national governance operations.更多还原
