【Abstract】 From the perspective of collaborative governance theory, this paper focuses on the practical dilemmas and development needs of the governance structure of application-oriented universities. It systematically analyzes the current problems such as weakened institutional binding force, concentration of administrative power, insufficient democratic participation, and imperfect supervision system. It emphasizes the key role of the concept of collaborative governance in integrating the forces of the government, universities, enterprises and society, and puts forward optimization paths which centered on institutional design,power restructuring, democratic activation, supervision strengthening, technical empowerment, cultural cultivation and dynamic adjustment.
