【摘要】 全球治理倡议与全球发展倡议、全球安全倡议、全球文明倡议共同构成习近平外交思想的重要组成部分，是中国向世界贡献的又一重要公共产品，回应了国际社会对构建更加公正合理的全球治理秩序的迫切诉求和期盼。当前，全球治理面临和平、发展、安全与治理“四大赤字”的严峻挑战，具体表现在治理环境日趋动荡、治理体系效能不足、治理共识难以凝聚等方面。面对挑战，中国在不断深化具有中国特色外交理念的实践中提出以“五个坚持”为核心理念的全球治理倡议，创新性地回答了全球治理“由谁治理”“为谁治理”“如何治理”的根本性问题。这一倡议既立足本国国情又面向全球挑战，突破了西方中心主义的治理范式，强调共商共建共享，为构建更加公正合理的全球治理体系提供了制度框架，为凝聚国际共识、加强文明对话注入了动力，也为构建人类命运共同体明确了具体路径，彰显了中国作为负责任大国参与和完善全球治理的创新智慧与大国担当。更多还原

【Abstract】 The Global Governance Initiative, together with the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, constitutes an important component of Xi Jinping’s Diplomacy Thought. It is another vital public good that China has contributed to the world, responding to the urgent demands and aspirations of the international community for establishing a more just and equitable global governance order. Currently the Global Governance faces severe challenges manifested in the “four deficits”—deficit of peace, deficit of development, deficit of security, and deficit of governance, which are reflected in practical problems such as an increasingly turbulent governance environment, weakened effectiveness of the governance system, and difficulties in forging governance consensus. Confronting the challenges, China has put forward the Global Governance Initiative with the Five Principles as its core—upholding sovereign equality, adhering to international rule of law, embracing multilateralism, prioritizing people-centered approaches, and striving for tangible results—while continuously deepening and developing diplomatic concepts with Chinese characteristics in practice. This initiative provides an innovative answer to the fundamental questions of global governance: who governs, for whom, and how governs. Rooted in China ’ s national conditions while addressing global challenges, this initiative breaks through the Western-centric governance paradigm and emphasizes extensive consultation, joint contribution, and shared benefits,which provides an institutional framework for building a more just and equitable global governance system, injects impetus into forging international consensus and strengthening dialogue among civilizations, and defines a concrete path for building a community with a shared future for humanity.
