【摘要】 教育政策的有效执行是实现教育公平与质量提升的关键，然而在教育政策执行中的权力关系冲突常常会导致政策目标与实施结果之间存在显著偏差。以三维权力模型为基础构建适用于我国教育政策执行的权力关系分析框架，对H市中小学课后服务政策进行分析，揭示教育政策执行中的多维权力冲突机制。具体表现为:显性权力维度呈现制度位阶张力与资源配置失衡，隐性权力层面表现为非正式规则主导下的策略性博弈，意识权力冲突则源于文化资本差异所引发的价值认同断裂。因此，应通过优化显性权力配置、引导隐性权力转化、整合意识权力认同三条路径，构建一个原则性与灵活性兼备、制度执行与价值认同相互支撑的教育政策执行新生态，提升政策执行的公平性与持续性。更多还原

【Abstract】 The effective implementation of educational policies is the key to achieving educational equity and quality improvement. However, power conflicts in the implementation of educational policies often lead to significant deviations between policy objectives and implementation results. Against the backdrop of the “double reduction” policy,this paper focuses on the case of after-school service policy in primary and secondary schools in City H, constructs a three-dimensional analysis framework of explicit power, implicit power, and conscious power,and reveals the multi-dimensional power conflict mechanism in the implementation of after-school service policy in primary and secondary schools. The specific manifestations are as follows: the explicit power dimension presents the tension of institutional hierarchy and the imbalance of resource allocation; the implicit power level is manifested as strategic game behavior dominated by informal rules; and the conscious power conflict is derived from value identity fracture caused by differences in cultural capital. To address these issues,this paper proposes to optimize the allocation of explicit power,guide the transformation of implicit power,and integrate conscious power recognition. The ultimate aim is to cultivate a new governance ecology that harmonizes principle with flexibility while aligning institutional enforcement with value recognition,thereby ensuring the enduring fairness and sustainability of policy implementation.更多还原
