数智时代学术期刊高质量发展(笔谈)

【摘要】 笔谈围绕“数智时代学术期刊高质量发展”这一主题,从不同维度展开系统反思。回顾十年来自主知识体系构建历程,辨析期刊在服务、有组织科研与议题引领中的层次性功能,追问自主知识体系的本质与期刊的时代使命。指出人文社科期刊当前在地位、评价与权益三方面面临的困境。针对评价难题,提出以原创导向、学术共同体、以文评文、全量论文为核心的学术评价新体系。在办刊体制方面,主张以期刊社体制强化微观管理以适应数智时代集群化发展。在观念层面,结合国家“人工智能+”战略,强调数智化转型的紧迫性与观念革新的先导作用。从“学术公器”到“数字公地”价值跃迁的理论高度,呼吁学术期刊转型为学术公共领域的组织者与共同体生态的培育者。

【Abstract】 This symposium offers a systematic reflection on the theme of “high-quality development of academic journals in the digital age” from multiple dimensions. It reviews the decade-long construction of China’s independent knowledge system, analyzing the hierarchical functions of academic journals in service provision, organized research, and agenda-setting, and further probing the essence of the independent knowledge system and the contemporary mission of journals. It then identifies the triple dilemmas faced by humanities and social science journals in terms of status, evaluation, and rights. Addressing the evaluation challenge, the symposium proposes a new academic evaluation system centered on originality orientation, academic community, paper-based evaluation, and full coverage of publications. Regarding journal governance, it advocates strengthening micro-level management through a journal press system to adapt to cluster-based development in the digital age. At the conceptual level, in connection with the national “AI+” strategy, it emphasizes the urgency of digital-intelligent transformation and the leading role of conceptual renewal. At the theoretical level, with the guiding value shift from “academic common good” to “digital commons”,it calls for academic journals to transform into organizers of the academic public sphere and cultivators of scholarly community ecology.
