【摘要】 高校网络舆情频发，对校园稳定和学校声誉构成挑战，亟须从事后应对转向事前预防，而档案资源作为舆情预警的信息基底，对其管理机制的研究尚不充分。基于风险治理理论，采用理论演绎与文献分析相结合的方法，系统分析高校网络舆情预警对档案资源的需求。研究构建了包含归档范围扩充、档案标签体系重构、电子与纸质档案协同管理、档案开放利用与安全管控平衡、档案与预警系统对接五个核心维度的管理框架，形成“前端归档—中端管理—后端利用”的全周期管理体系。研究表明，系统化开发档案资源可为风险识别、趋势研判及决策制定提供历史依据与数据支撑，从而推动高校网络舆情治理的范式转型。更多还原

【Abstract】 The frequent occurrence of online public opinion incidents in universities poses challenges to campus stability and institutional reputation,necessitating a shift from post-incident response to proactive prevention,while archival resources serve as the informational foundation for public opinion early warning,their management mechanisms remain insufficiently studied.Based on risk governance theory and employing a combined approach of theoretical deduction and literature analysis,this study systematically analyzes the demand for archival resources in university online public opinion early warning systems.The research constructs a management framework encompassing five core dimensions:expansion of archival scope,reconstruction of archival tagging systems,coordinated management of electronic and paper archives,balance between archival accessibility and security control,and integration of archives with early warning systems,this framework establishes a full-cycle management system of "front-end archiving—mid-term management—back-end utilization".The study demonstrates that systematic development of archival resources can provide historical evidence and data support for risk identification,trend analysis,and response decision-making,thereby promoting a paradigm shift in university online public opinion governance.更多还原
