【摘要】 保障性住房作为改善民生福祉的关键举措，在实现“住有所居”目标中发挥着不可替代的战略性作用。基于1994—2024年国务院、住房和城乡建设部及住房和城乡建设部与其他部委联合印发的保障性住房相关政策文件，借助Nvivo12 Plus软件进行编码，运用制度语法与规则类型学相结合的方法，对57份政策文本进行分析。研究发现：政策文本中规范性陈述（ADIC）数量最多，说明多数文件的规制效力和强度处于中等位置；政策涉及主体多元，存在权责划分不明确、激励与问责机制不完善等规则特征。据此，建议在政策制定中多使用规则性陈述（ADICO），同时建立健全激励问责机制，明确各部门职责，提高政策执行效率。更多还原

【Abstract】 As a pivotal measure to improve people’s wellbeing, indemnificatory housing plays an irreplaceable strategic role in achieving the goal of "housing access for all". Based on the policy documents related to indemnificatory housing issued by the State Council, the Ministry of Housing and Urban-Rural Development(MOHURD), and the joint documents released by MOHURD and other ministries and commissions from 1994 to2024, this study has coded the documents with the Nvivo12 Plus software and analyzed 57 policy texts by adopting a combined method of institutional grammar and rule typology. The findings reveal that normative statements(ADIC)account for the largest proportion in the policy texts, indicating that the regulatory effect and intensity of most documents are at a moderate level; the policies involve multiple subjects, and there exist such rule characteristics as unclear division of powers and responsibilities, and imperfect incentive and accountability mechanisms.Accordingly, it is suggested that regulative statements(ADICO) be more widely adopted in policy formulation, and that an improved incentive and accountability mechanism be established, the responsibilities of various departments be clarified, and the efficiency of policy implementation be enhanced.更多还原
