【摘要】 国家水网重大工程建设中，输水工程所属的单体工程不大，但沿线分布常超百公里，甚至更长，因而项目管理具有分散的特点，为工程界和学术界关注。本文在分析众多已建成或正在建设的重大输水工程项目管理组织构架后，发现项目实施责任主体大多为公司型项目法人，即项目公司，但在公司治理结构与项目管理组织结构上还存在较大优化空间；通过研究，提出了改造项目公司的“三角”治理结构、合理设计项目公司内设管理职能机构和下设现场管理机构，以及两者合理整合的方案，可为重大输水工程项目法人组建以及管理组织机构设置提供参考。更多还原

【Abstract】 Although individual water transfer projects under the national water network are not large in scale, they are often distributed along routes exceeding hundreds of kilometers, which makes project management highly decentralized and a focus of both engineering practice and academic research. By analyzing the management organizational structures of numerous completed and ongoing major water transfer projects, this paper finds that the project implementation responsibility is generally held by a corporate-type project legal entity, i.e., a project company. However, there remains significant room for optimization in both corporate governance and project management organization structures. This paper proposes reforming the project company with a "triangular" governance structure, rationally designing internal management functional departments and subordinate field management units, and integrating the two effectively. The proposed approach can serve as a reference for the formation of project companies and the setup of management organizations in major water transfer projects.更多还原
