【摘要】 新发展格局下,东盟已经发展为中国第一大贸易伙伴,双边农业合作成为构建全球农业治理新形态的重要支柱。自2010年中国东盟自由贸易区(CAFTA)全面启动以来,双方农产品贸易规模持续扩大,农业合作不断深化,在全球贸易格局变革中面临着新的机遇和挑战。基于此,本文系统梳理了中国与东盟农业合作现状,探讨了进一步深化双边农业合作的可行性和发展对策。研究发现:(1)中国与东盟开展农业合作的空间广阔,尤其与老挝、泰国、印度尼西亚加深合作的潜力大、拓展性强。(2)中国与东盟农业合作呈现多层次、多领域的协同发展态势,重点农产品合作品类包括水稻、玉米、豆类、木薯、甘蔗、橡胶和棕榈等。(3)中国与东盟未来农业合作开发模式主要包括农业生产基地合作、产业园区建设和科技合作,主要合作内容为农业全产业链体系建设(包括产业示范园、产业合作中心、物流加工园等)。基于研究结论,本文从完善合作框架、构建梯度体系和强化要素保障等方面提出了进一步推动中国与东盟农业合作开发的对策建议。更多还原

【Abstract】 Under the new development pattern,ASEAN has become China’s largest trading partner.Bilateral agricultural cooperation has become an important pillar in building a new form of global agricultural governance.Since the full launch of the China-ASEAN Free Trade Area(CAFTA) in 2010,the scale of agricultural trade between the two sides has continued to expand,and agricultural cooperation has deepened continuously.In the context of the transformation of the global trade landscape,it has faced new opportunities and challenges.Based on this,this paper systematically reviews the current status of agricultural cooperation between China and ASEAN,and explores the feasibility and development strategies for further deepening bilateral agricultural cooperation.The research findings are as follows:(1)There is ample space for agricultural cooperation between China and ASEAN,especially for deepening cooperation with Laos,Thailand,and Indonesia,which has great potential and strong scalability.(2)Agricultural cooperation between China and ASEAN shows a coordinated development trend in multiple levels and fields,with key agricultural product cooperation categories including rice,corn, beans,cassava, sugarcane,rubber,and palm.(3)The future development models of agricultural cooperation between China and ASEAN mainly include agricultural production base cooperation,industrial park construction,and technological cooperation.The main cooperation contents include the construction of the entire agricultural value chain(including industrial demonstration parks,industrial cooperation centers,and logistics processing parks,etc.).Based on the research conclusions,this paper proposes countermeasures and suggestions for further promoting the development of agricultural cooperation between China and ASEAN from aspects of improving the cooperation framework,constructing a gradient system,and strengthening element guarantees.更多还原
